Duties

This Intelligence Operations Specialist (Control Officer) position is located in the Transportation Analysis Division (TAD), Intelligence and Analysis (I&A), Operations Support (OS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Provides consultation to senior managers and engage in sensitive communications with various stakeholders to reach a determination and relay outcomes and findings. Provides guidance and advice to senior managers when recommending the approval or denial of personnel access requests to sensitive programs. Maintains records of inspections of TSA sensitive intelligence facilities as well as records of saved and destroyed sensitive materials, non-disclosure agreements, and other programmatic records to prepare for potential audits and ensure physical, personnel and information security aspects are being executed in accordance with TSA and Intelligence Community policy. Continuously communicate effectively with various entities to ensure the comprehension and implementation of policies and procedures. Drafts policies, procedures, standards, guidance, implementing instructions, and protocols relating to all aspects of special programs, including information sharing, safeguarding, security, handling and processing, etc. Policies and procedures are often highly complex and coincide with multiple authorities and jurisdictions. Applies subject matter expertise to identify intelligence needs for a wide range of TSA customers, and provides targeted intelligence on pipeline, rail, highway, and aviation to TSA decision-makers and regulators in those respective areas. Provides intelligence briefings directly to the TSA Administrator, Deputy Administrator, and Assistant Administrators while keeping the direct-line supervisor informed of such briefings. Also, provides intelligence briefings on CAP material to other eligible personnel as needed. Must be prepared to answer intelligence and analytical questions on material briefed. Some briefings may take place after-hours. Employee is responsible for identifying and informing management of issues that require their attention and make urgent notifications to senior officials. Develops and recommends techniques to address complex circumstances. Integrates and advocates for TSA identifying information and capability needs, so as to best leverage national intelligence resources, information, and capabilities. Consolidates and maintains intelligence from the information gathered by the collection capabilities assigned and from the compilation of intelligence received.

Requirements

Qualifications

To qualify for the SV-I Pay band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Experience utilizing technical intelligence security concepts, principles, and practices to review independently, analyze, and resolve difficult and complex program matters. Experience administering intelligence operations and analytical principles as well as threats to the transportation sector in order to gather, analyze and evaluate intelligence information. Communicate, coordinate with, and support senior TSA officials, management officials, program managers, specialists, contractor personnel, and representatives of other agencies; organizing information and statements of position and presenting the findings clearly in briefings. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
