This position Is located in the Health Administrative Service (HAS) of the Associate Director's Office at VA Alaska Health Care System in Anchorage, AK.

Duties

Maintains employee competency folders, tracks, and ensure all personnel actions are processed in a timely manner. Serves as Contracting Officer Representative, manages, approve, and reconciles invoices, performs walkabouts, and data management. Perform duties in support of the services' operational needs, including but not limited to: primary/alternate purchase card holder; creating and managing provider templates; grids, and schedules; scheduling patient appointments. Coordinate inventory completion, performing scheduling audits, managing menu & keys requests and reviews. Coordinate meetings to include drafting and sending out invites, coordinating an adequate physical venue and/or digital space sufficient to meet the needs of the meeting and function. Manages each service's Human Resources program. Anticipates vacancies and prepares required documents to submit requests to Resource Management Board and coordinates recruiting efforts with Human Resources. Monitors mid-cycle and annual performance evaluations to ensure completion and timeliness. Serve as the primary timekeeper or primary/alternate approver for each service at the needs of the services as well as perform Time and Labor (T&L) mapping/cost accounting and the incumbent will monitor the services' fund control points and provide each Service Chief with regular status reports. Maintains assigned services organizational charts, functional statements, position descriptions, and other pertinent Human Resources files. Performs data management as assigned to measure the efficacy of the programs managed. Consistently, Communicates and treats customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately. Assists with the administrative direction for the services, sets goals, and is responsible for meeting the administrative, clerical, and support needs of the services to ensure efficient operations and is responsible for developing, implementing, and managing these services. Responsible for maintaining and tracking of facility-level directives, departmental standard operating procedures (SOPs), etc. for the assigned services. Manages all required and ad-hoc reports. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating and monitoring the functions of administrative services within an office; acts as a liaison with the hospital's administrative departments such as HR, fiscal, IT healthcare administration etc.; understands the technical aspects of the service's operations in order to brief facility and higher leadership; manages budget activities; assists with contracting functions and manages procurement; assists with human resources functions to include recruitment, position classification, performance, training, etc.; prepares letters, reports and presentations; retains procurement records and reconciliations; makes space utilization recommendations. Monitors the service's performance standards; ability to teach, train, persuade and negotiate with individuals of all levels in the organization. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related (TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. You will be rated on the following Competencies for this position: ClericalOrganizational AwarenessProblem SolvingWriting Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work Involves a normal amount of sitting, walking; standing, carrying, etc. Ther e Is frequent use of computer. Visits to all services and sections of the Alaska VA may be required on occasion. Work Environment: The work is performed primarily in an office setting. The incumbent may be required to go to other areas as part of his/her duties however this would be temporary and related to effective execution of tasks necessary to the operation of the HAS Service.
