Duties

WHAT IS THE LBI - Large Business and International DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Large Business and International Director Pass Thru Entities, any team under the director PTE The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Exercises significant responsibilities in dealing with officials of other units or organizations or in advising management officials of higher rank. Identifies and facilitates delivery of tools such as work space, research materials, up-to-date technology and supplies to field using efficient, cost effective means. Allocates resources to ensure fair and equitable treatment of taxpayers. Evaluates the effectiveness of the organization using systems analysis techniques, management information systems data, and contacts with customers, and other sources. Makes decisions on work problems presented by subordinate supervisors, team leaders, or similar personnel. Resolves unique issues when no policy exists, taking innovative actions and risks to address new customer demands or tax administration issues.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: To be minimally qualified for this position you must have at least one year of specialized experience equivalent to the next lower level payband or GS grade in the normal line of progression. Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Experience applying management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight; Experience planning, directing, and evaluating work of subordinate managers, employees, and/or others; Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development and implementation of the technical aspects of programs directly related and/or specific to the position being filled; Experience applying budget and fiscal methods used in establishing and maintaining an organization. Experience working on major programs segments, organizational structures and/or functional responsibilities specific to the position being filled. AND Experience applying budget and fiscal methods used in establishing and maintaining an organization. Thorough experience of major programs segments, organizational structures and/or functional responsibilities specific to the position being filled. Comprehensive experience applying knowledge and understanding of the Internal Revenue Code and related laws, court decisions, regulations, and precedent rulings. Comprehensive experience applying knowledge and understanding of auditing and accounting principles, standards, procedures, techniques, and changes in accounting and auditing practices. AND Specialized experience in Pass-Through Entities; including partnerships, s corporations and/or trusts including the application of the applicable centralized audit procedures implemented under TEFRA or the Bi-Partisan Business Act. This pertains to the development and application of tax principles, policies, legal decisions, and guidance and experience explaining complex corporate, pass through and high wealth tax concepts to others both verbally and in writing. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
