The position is in the Department of Veterans Affairs, Veterans Health Administration, Mid-Atlantic Health Care Network (VISN 6), Central Virginia VA Health Care System (CVHCS) in Richmond, VA. The primary purpose of this work is to ensure the coordinated implementation and optimum operation for Whole Health System of Care (WH) for the HH McGuire medical center and the Community-Based Outpatient Clinics within CVHCS.

Duties

Duties include, but are not limited to: Administrative, Fiscal Budget and Clinic and Records Management The incumbent is responsible for performing, analyzing, evaluation, and coordinating administrative activities to include cost benefit of whole health system of care, complementary and integrative health modalities programs both within Whole Health and other departments within the CVHCS. Develops and coordinates administrative and budget components for Whole Health working with professional, clinical and administrative staff on WH programs. Evaluating qualitative and quantitative information, analyzing WH data, and preparing the budget for supplies and expenses. Performs cost-benefit analysis to compare existing programs against changed or new programs, offers recommendations for enhancing existing WH activities or developing procedures and policies for new activities to increase efficiency and effectiveness or reduce cost. Researches and develops proposals on funding, equipment acquisition, physical facilities, personnel and space. Analyzes past expenditures and prepares budget projections to ensure cost effectiveness of Whole Health programs within Whole Health Clinic and across the Central Virginia VA Health Care System. Prepares budget projections based on past expenditures, Whole Health goals and requirements, changes in workload and future patient healthcare goals which involves forecasting and determination of specific needs. Analyzes budget requirements, recommends budget adjustments and tracks annual spending. Records and organizes documents on expenditures to provide accurate and timely data and visibility concerning availability of funds. Reviews and analyzes control points monthly to recommend budget adjustments, including restructuring budget allocations. Incumbent is the Control Point Official for approval of purchases, verifying and monitoring of expenditures. Serves as the point of contact for administrative and budget inquiries for Whole Health patient care and employee Whole Health programs. Prepares grant proposals for implementation and expansion of Whole Health, Complementary Integrative Health (CIH) modalities. Develops required reports to medical center, VISN 6 Whole Health Executive and VACO (i.e., Office of Patient Centered Care and Cultural Transformation). Serves as Whole Health Contracting Officer Representative for Whole Health. Contracting Officer Representative (COR) Duties Ensure that the government receives all that it has bargained for. A COR must be appointed for Architecture and Engineer, construction, hazmat contracts exceeding $25,000, all healthcare contracts for services, and multi-year service contracts. The Contracting Officer (CO) must delegate authority to the COR through an official delegation of authority letter which outlines the responsibilities and duties of the COR. The CO must conduct quarterly meetings with the COR to review mandatory reporting requirements, conduct Fiscal audits, review potential adjustments and funding justifications. During option years, the COR is responsible for updating HR certifications (for medical sharing contracts) and new approvals, the Independent Government Cost Estimate and market research. The COR must provide past performance information before the CO exercises the option. CORs are subject to and must comply with all aspects of procurement integrity regulations related to disseminating contract information. Requests outside of the contacts listed should be referred to the Contracting Officer. The COR may represent the Program Office as the responsible party for developing procurement packages. CORs are the delegated business liaisons for the contract with other required personnel on station. CORs are required to be available to meet with and provide relevant contract information to station leadership in all phases of the acquisition process, from planning to administration to close out. Upon expiration of the contract, the electronic files shall be forwarded to the Contracting Officer. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/14/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating and monitoring the functions of administrative services within an office; managing budget activities; assisting with contracting functions and managing procurement; assisting with human resources functions to include recruitment, position classification, performance, training, etc.; preparing letters, reports and presentations; retaining procurement records and reconciliations; making space utilization recommendations, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Administrative Officer position. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 year above a Bachelor's Degree. Physical Requirements: The work is primarily sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some physical demands such as standing, walking, bending, and lifting (up to 40 pounds) is required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
