The primary purpose of this position is: To serve as the Joint Overhead Persistent-Infrared Center (JOPC) level exercise planner responsible for identifying, planning, creating, organizing, and integrating necessary policies, regulations, directives, doctrine, and procedures for exercise participation and related support functions on behalf of the JOPC Director.

Duties

Exercise developer tasked with leading, designing, and executing exercises and training events. Designs, implements and leads personnel activities during designated exercises and training events. Prepares, conducts, leads and attends conferences and discussions, or serves on panels, working groups and committees.

  • Recall to duty may be a requirement of this position.
  • The employee must be able to obtain and retain a US Government official passport as condition of employment.
  • Incumbent is subject to regular work hours Monday through Friday excluding holidays. The employee may be required to work other than normal duty hours, which may include evenings, weekends, extended work hours (12hour shifts), and/or holidays.

Qualifications

Conditions of Employment (Cont.) This position is designated by the Air Force as a testing designated position under the civilian drug-testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis Series, Miscellaneous Administration and Program Series, GS-0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of OPIR collection tasking, planning, collection and execution methodologies is applied in conducting exercises and training events, analyzing those findings and making recommendations on substantive JOPC programs; Skill in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations. Knowledge of JOPC, Joint Forces Space Component Command (JFSCC), and US Strategic Command (USSTRATCOM) programs, missions, and functions along with knowledge of analytical and exercise requirements. Comprehensive knowledge and skill in conducting detailed analyses of complex functions and work processes including examination of OPIR policies, organizations, strategies, and precedents pertaining to space based OPIR sensors so as to appropriately represent resources and capabilities in an exercise environment. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DOD, Joint Staff, Service and Interagency relationships, installations and organizational structures. Knowledge of Infrared principles, orbital mechanics, and space systems tasking. Knowledge of DoD, government, and industry exercise standards. Ability to execute projects within established time constraints. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and provide a comprehensive, current assessment to users. Knowledge and skill in interpersonal relations, problem solving, and team building; ability to lead multifunctional/ multi-agency teams during execution sessions. Ability to communicate complex and technical matters clearly, concisely, and accurately, both in writing and oral presentations; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
