This position is located in the Department of Defense Office of Inspector General (DoD OIG), Mission Support Team (MST), Financial Management Office (FMO) in Alexandria, VA.

Duties

Formulates, presents, and assists with the developments of the OIG Program Objective Memorandum (POM), Budget Estimate submission (BES), and President’s Budget (PB). Prepares required financial data and analyses to respond to OUSD(C) data requests relating to budget formulation and execution. Prepares cost estimates, statistical and financial tables, and charts to monitor the OIG status of funds. Analyze policies, directives, legislation, budget data and reports to determine appropriate resource allocation, identify imbalances, and provide recommendations to senior management. Assists senior management with the preparation for budget hearings, the presentation and defense of budget estimates before OSD, the Office of Management and Budget (OMB), and Congress.

Requirements

  • Must be a U.S. Citizen.
  • Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • Incumbent must achieve a DoD Level 2 within two years of entrance into this position, consistent with requirements detailed in DoDi 1300.26
  • The incumbent must adhere to the DoD Standards of Conduct

Qualifications

Time in Grade: Time-in-grade is the 52-week requirement Federal employees in General Schedule (GS) positions must serve before they are eligible for promotion (advancement) to the next grade level. You may qualify at the GS-13 level, if you fulfill the following qualification requirements and meet the specialized experience described below: GS-13: One year (52 weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service. Specialized experience is defined as experience analyzing financial data and budget reports to develop organizational resource allocations and budget submissions; preparing recommendations and statistical and financial reports; and monitoring an organizational budget and recommending adjustments based on analyses of data. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
