This National Guard position is for a TITLE 32 RANGE OPERATIONS SPECIALIST (MI Camp Grayling), Position Description Number D1134000 and is part of the MI Camp Grayling, Michigan Army National Guard.
Duties
***THIS IS A TITLE 32 NATIONAL GUARD POSITION THAT REQUIRES MILITARY MEMBERSHIP***
This position is located in the Joint Force Headquarters-State, Operations Directorate (J-3), Army National Guard (ARNG) Training Center, Range Operations. The primary purpose of this position is to serve as a Range Operations Specialist with responsibility for coordinating range management programs involving live fire training activities, range safety, range maintenance, and range communications and operations. Oversees and ensures the continued operation of the Range Control Operations and Communications Center. Assumes the duties of the Range Control Officer in the absence of the incumbent.
DUTIES
1. Oversees range activities as directed by the Range Control Manager. These activities include coordination of the range maintenance program in order to ensure fully operational ranges. Oversees the scheduling of ranges via the automated Range Facility Maintenance Support System (RFMSS). Ensures that ranges scheduled via the RFMSS do not conflict with the operation of other ranges or scheduled maintenance activities. Ensures all range operations are conducted to Department of the Army (DA) standards established by applicable DA weapon systems field manuals and technical manuals.
2. Applies and enforces the Installation Range Safety Program. Prepares and staffs installation range safety publications. Develops personnel duty schedules to ensure organizational personnel observe live training events on the installation range complex. Serves as the officer in charge during extended periods of operations in direct oversight of the Range Control Communications and Operations Center. Ensures all range activities are conducted in accordance with installation safety guidelines and standard operating procedures.
3. Ensures that adequate numbers of fully trained personnel are scheduled to support range operations and the communications center. Ensures that radio communications are conducted to military standards and retrains personnel prior to their operation of the range communications system. Oversees the range control operations and communications center to insure no safety parameters, including violation of roadblock or barriers systems, occur.
4. Conducts and prepares installation capability briefings and tours as directed by the Range Control Officer. Interfaces directly with military, civilian and law enforcement agencies desiring to use the
installation range complex. Constructs range surface danger zone diagrams to standard for approval of the Range Control Officer. Assists other range control personnel in the verification of correct surface danger zone diagrams in support of new ranges or new range construction. Represents the function at meetings and briefings as directed. Serves on additional installation working groups and committees as directed.
5. Oversees the work effort of employees who are involved in supporting the maintenance, operations, and communications center.
6. Assumes the duties of the Range Control Manager in the absence of the incumbent.
7. Performs other duties as assigned.

Qualifications

SPECIALIZED EXPERIENCE:
Months Required: 24 Months
Specialized experience, education or training equivalent to at least the next lower grade level. Applicants must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Applicants must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures. Practical knowledge of a wide range of established ARNG range management principles and concepts involving range operations, live fire training activities, range safety, range maintenance, and range control and communications. Must attend and graduate from the Range Operations Course and Range Safety Course. Knowledge of range activities, functions, and mission to provide support and services to training activities. Knowledge of current military doctrine as related to the training center and range operations to analyze problems and recommend solutions to eliminate problems. Working knowledge of regulations, pamphlets, and instructions regarding policies and procedures for firing and handling ammunition. Knowledge of basic automation programs and systems to facilitate documentation and reporting.
