The primary purpose of this position is perform and/or advise on applying, capturing, and accounting for funds used to accomplish complicated real property acquisition, construction, maintenance and repair, management, utilization, and disposal actions.

Duties

Completes studies on requirements for in/out grants, and withdrawn public lands. Acts as the program manager for land, real estate transactions, leased space, and/or facility space to support the overall program, ensuring complex real estate support services are validated and programmed. Conducts regular or periodic reviews of various installation real estate programs and evaluates results to assess the accomplishment of program requirements. Develops local procedures to ensure real property records are current/complete, and an accurate inventory of assets with supporting documentation is maintained. Provides full facility cost accountability on all work orders, maintenance, and repair projects, and any capital improvements performed, calculating facility measurements to standards and prorating facility design and overhead costs across multiple facilities.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. SPECIALIZED EXPERIENCE FOR GS-07: Applicants must have at least one year of specialized experience equivalent to the GS-05 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained while assisting in the researching and documenting of the laws, regulations, principles, practices, and studies relating to the acquisition, management, and disposal of government real property. OR EDUCATION SUBSTITUTE FOR GS-07: Successful completion of one full year of graduate education in a field related to the position being filled. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. OR COMBINATION OF EXPERIENCE AND EDUCATION FOR GS-07: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT OR SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one year of specialized experience equivalent to the GS-07 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained while providing support in performing and or advising on in/out grant management, utilization, management, disposal, and acquisition of real estate. OR EDUCATION SUBSTITUTE FOR GS-09: Master's or equivalent graduate degree or two full years of progressively higher level graduate education in an appropriate field leading to such a degree or LL.B. or J.D. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS OR COMBINATION OF EXPERIENCE AND EDUCATION FOR GS-09: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. Specialized experience is experience which may have been gained while assisting with a wide range of real property actions from compliance inspections, utilization studies of properties, inventory of assets, or negotiations which might have included acquisition, management, or disposal of properties. OR EDUCATION SUBSTITUTE FOR GS-11: Threefull years of progressively higher level graduate education leading to such a degree or LL.M., if related or Ph.D. or equivalent doctoral degree, OR LL.M., in a related field. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. OR COMBINATION OF EXPERIENCE AND EDUCATION FOR GS-11: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. Knowledge of a wide range of complex real property principles, concepts, and practices; as well as agency, state, and local government procedures, and the appropriate statutes and policies. 2. Knowledge of property disposal policies and procedures, out grant procedures, local market situations, and required documentation. 3. Knowledge of policies and procedures for real property documentation and records, as well as knowledge of common accounting and data analysis principles. 4. Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations. 5. Ability to analyze space utilization requirements and make recommendations on reuse. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
