The primary purpose of this position is to serve as a Lead Realty Specialist/team leader performing and advising on applying, capturing, and accounting for funds used to accomplish complicated Air Force real property acquisition, military construction (MILCON), minor construction, maintenance and repair, management, utilization, and disposal actions. This SCPD is intended for use at an installation level Civil Engineer Squadron Realty Office.
Duties
-Performs as the Real Property Accountable Officer (RPAO) and conducts a wide range of complex real property functions relating to the acquisition, management, and disposal of government real property.
-Serves as Team Leader over a group of Realty Specialists. Articulates to team members the assignment, issues, problems to be solved, actionable events, milestones, and deadlines.
-Responsible for real property inventory maintenance, reporting, and data analysis.
-Acquires interest in real property and use rights involving a combination of complicating factors.
-Determines need for and takes actions to out-grant property and disposes of excess buildings, facilities, systems, and infrastructure or land involving significant complicating factors such as historical and cultural concerns.

- Work requires employee to obtain within one year, or first available training opportunity of class availabilities for: Real Property Management Course (WMGT 424); the Advanced Real Estate Course.
- Work requires employee to obtain other formal training as indicated in the most current version of AFI32-9005, Real Property Accountability and Reporting.
- Incumbent; once all required training has been completed; may be appointed installation Real Property Accountable Officer (RPAO) and be subject to be placed on G-series orders.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Work may occasionally require overtime.
- Work may require conducting site visits in a sub-arctic climate and environment.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-11 grade level or equivalent pay band working with a wide range of real estate principles, concepts, and practices; understanding the real estate market to perform work such as acquiring property or space, or providing guidance to other agencies, or State and local governments on real estate and acquisition matters.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of complex real property principles, concepts, and practices; as well as agency, state, and local government procedures, and the appropriate statutes and policies.
2. Knowledge of property disposal policies and procedures, out-grant procedures, local market situations, and required documentation.
3. Knowledge of policies and procedures for real property documentation and records, as well as knowledge of common accounting and data analysis principles, and the ability to analyze space utilization requirements and make recommendations on reuse.
4. Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations.
5. Ability to lead a team of realty specialists in the performance of real property functions relating to the acquisition, management, and disposal of government real property. Ability to establish performance goals and assess progress toward their achievement, and develop concrete action plans to solve problems; to adjust work operations and program objectives to meet emergencies, changing programs, or production requirements within available resources and with minimum sacrifice of quality or quantity of work.
6. Ability to communicate effectively, both orally and in writing, using tact and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
