Serves as a Human Resources (HR) Specialist, performing basic but progressively more difficult assignments under the direction of a manager, or more experienced HR Professional. Tasks and assignments require the application of HR concepts, principles, regulations and policy. Participates in the application of merit systems principles to assist managers to attract a high quality and diverse workforce.

To qualify for this position at the FV-F level you must demonstrate in your application that you possess at least three years of progressively responsible general experience that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data and recognize solutions, plan and organize work and convey information, with at least one year equivalent to the FG/GS-4.
General experience could have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible area may be qualifying as long as it provided evidence of the knowledge, skills and abilities (KSAs) necessary to perform the duties of this position.OR
Successful completion of a full 4-year course of study in any field leading to a bachelor’s degree, gained from an accredited college or university. To qualify based on education, you must submit a copy of your college transcripts. If selected, official transcripts will be required prior to employment.To qualify for this position at the FV-G level you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the next lower grade, FV-F or FG/GS-5/7/9 in the Federal Service.Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the positionSpecialized experience includes: Experience counseling applicants, employees, and/or managers on varying issues related to recruitment, compensation, position management and other situations related to human resource management.ORTo qualify with education only a successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree. Must be gained from an accredited college or university.
