This position is located in the Office of Minority and Women Inclusion, Office of the Director providing expert advice and assistance on a broad range of complex and sensitive matters involving Hispanic and Latino recruitment and outreach activities for OMWI and the FDIC.

Duties
Proposes and conducts special projects and reviews of the impact of the Agency policies, practices and operational activities within the employment life cycle impacting underrepresented groups, primarily focusing on the Hispanic and Latino communities to identify systemic barriers to employment, advancement, and inclusion at the Corporation. Develops, identifies, and recommends solutions and changes to policies and practices to address identified issues.
Conducts special projects and reviews of Hispanic and Latino communities in the financial services market to identify critical issues and barriers to equal inclusion and access impacting Hispanic and Latino communities. Works with senior level managers to identify and develop solutions for consideration to address the identified barriers.
Ensure that the organizations recruitment and retention objectives are communicated to the Special Emphasis Program Manager (SEPM) team and integrated into the teams’ strategies, goals, objectives, work plans and work products and services. Coach and provide advice and/or best practices to members of the SEPM team to identify and develop solutions to address identified barriers experienced by underrepresented groups.
Represent the SEPM team and convey the team’s findings and recommendations in meetings and dealings with other program officials, the public and other customers on issues related to or that have an impact on the teams objectives.
Researches and prepares presentations and briefings for the Director and Senior Deputy Director. Prepares briefings for OMWI leadership in addressing employee groups, management meetings, and conferences.
Represents the Director in executive and senior level committee and other interdivisional meetings involving Hispanic and Latino DEIA activities. Participates on behalf of the Director in conferences, forums and meetings with Corporation staff, high-level management at other regulatory agencies and financial institutions, and the public.
Analyzes the effects and ramifications of new proposals, policies, procedures, and legislation concerning the programs and operations of the Office.
Recommends strategic agency positions on those areas, with courses of actions, including changes in policies and practices at the FDIC to achieve operational or administrative efficiencies.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify for the CG-14: Applicants must have completed at least one year of specialized experience equivalent to at least the GS/CG-13 grade level or above in the Federal service. Specialized experience is experience providing advice on sensitive matters involving Hispanic and Latino recruitment and outreach activities for an organization, to include providing advice and guidance to senior level managers concerning diversity, equity inclusion, accessibility, (DEIA) and outreach to Hispanic and Latino communities.
