Duties

WHAT IS THE CRIMINAL INVESTIGATIONDIVISION? (CI) A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: CRIMINAL INVESTIGATION (CI) The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. The incumbent is CI's representative to the designated organization/office and is responsible for planning, coordinating, and managing initiatives between CI and that office/organization. Program decisions have an impact on the effectiveness of the Criminal Investigation function. Provides consulting and expert advice in the development of broad operating policies and operational initiatives, impacting Departmentwide, Governmentwide, and possibly international law enforcement. Provides advice to CI executives and to representatives of the designated organization/office on enforcement matters; monitors and analyzes changes in law enforcement policies and initiatives affecting the IRS and the designated organization/office; develops recommendations for CI; provides CI's perspective on the implementation of cooperative activities; coordinates high level and sensitive joint operations; and communicates the National Compliance Strategy and CI's priorities to stakeholders. Conducts in-depth analysis of a wide variety of significant and/or highly sensitive law enforcement policies, strategies, and issues that directly impact or involve CI. Identifies and defines major issues, reviews appropriate source materials such as legislation and formal delegation orders, analyzes developments, and generates formal recommendations (position/briefing papers) for consideration and use in a variety of forums. As required, protects Service employees and property during civil and other disturbances and performs other protective assignments as requested.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. You must meet the following requirements by the closing date of this announcement: BASIC QUALIFICATION REQUIREMENTS: This is a collateral duty assignment with no promotion potential, change to your current permanent position description of record, or post of duty. Your experience must demonstrate your technical expertise to plan and conduct formal classroom training on basic or advanced areas of tax law, procedures, policies, techniques, or other specialized fields unique to your position/occupation. The cadre position covered by this announcement is identified below: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE for GS-15: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes substantive supervisory or program management experience or equivalent level manager or comparable management or leadership experiences in Criminal Investigations. To be qualifying for this position your experience should be sufficient to demonstrate knowledge of management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight; Ability to plan, direct, and evaluate work of subordinate managers, employees, and/or others; Comprehensive knowledge and understanding of appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development and implementation of the technical aspects of programs directly related and/or specific to the position being filled; Knowledge of budget and fiscal methods used in establishing and maintaining an organization. Thorough knowledge of major programs segments, organizational structures and/or functional responsibilities specific to the position being filled. In addition to the above, to be qualified for this specific position, your experience must be sufficient to demonstrate: Thorough knowledge of Criminal Investigation mission, operations, and organization; Understanding of law enforcement, technology and personnel issues; In-depth knowledge of the operations, programs, and policies, as well as, the Criminal Investigation's Strategy Program Plan and Annual Business Plans impact on field operations; In-depth knowledge of investigative policies, prescribed investigative procedures and techniques of the Internal Revenue Service and the Treasury Department, and the criminal enforcement and prosecution policies of the Justice Department; Ability to apply that knowledge in developing criminal investigative programs for field implementation and for identifying types of violations and trends in those violations in order to make changes in investigative programs; and Authoritative and comprehensive knowledge of the rules of evidence, the Federal Rules of Criminal Procedure, and relevant Constitutional, statutory, and case law. Much of the knowledge described above can be acquired only through extensive field experience as a GS-1811 Criminal Investigator. Experience in a primary/rigorous law enforcement position is a mandatory prerequisite for this supervisory position. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time aft er competitive appointment . For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". Employees must be a current employee of CRIMINAL INVESTIGATION (CI). Employees must be a current GS-14. You must be in the current position and grade level, be able to demonstrate the level of knowledge necessary to carry out the responsibilities of this position, and have a current performance appraisal rating of fully successful or above. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
