Duties
This Financial Specialist position is located in the Direct Reports (SR) Chief Finance Office (CFO) Financial Management Division (FMD), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Additional duties include but are not limited to:
Collaborates with stakeholders to perform/conduct a variety of top-level large scale financial management activities, financial systems and/or accounting operations support functions. These functions include but are not limited to: planning, developing, and coordinating financial management improvements necessary to comply with Office of Management and Budget (OMB) directives and legislation.
Resolves technical financial management, financial systems and/or accounting operation support issue in their respective area of responsibility with minimal to no managerial assistance.
Provides financial system functional support and financial system development as well as implementation support of automated systems required to comply with new accounting standards and the accompanying reporting requirements within the Financial Systems Branch.
Triages complex system-related incident tickets with the capability to take incidents from issues to solution identification to implementation. Resolves deficiencies and/or bugs related to financial management and/or travel system data, operations, and interfaces.
Provides guidance on requirements that need to be developed and/or corrected and tested to improve financial/travel reporting, systems, or processes.
Provides input to complex system issues, internal control policies, procedures, standards and guides. Proposes solutions and findings to resolve issues.
Qualifications
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as:
Analyzing, integrating, implementing, developing, and/or configuring financial/travel management system Commercial Off-the-Shelf (COTS) packages (Oracle Federal Financials or similar COTS packages) utilizing Software Development Life Cycle (SDLC) process to include at least one of the following modules and related interfaces: Oracle Accounts Payable, Oracle Purchasing, Oracle Procurement, Oracle Contract Lifecycle Management (CLM), Oracle Sub-Ledger Accounting (SLA) and posting logic, Oracle General Ledger, Oracle Federal Administrator/Budget Execution, Oracle Projects, Oracle Fixed Asset, and travel, payroll, or property interfaces; and
Effectively communicating (orally and in writing) to various levels of staff and/or audience to solve problems, present solutions and/or conduct system training.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
