This position is located in the Bureau of Consular Affairs (CA), Front Office, Office of Public and Congressional Affairs, Outreach Division, in the U.S. Department of State. The mission of the Outreach Division is to educate the American public and international audiences about consular services, which include issuing U.S. passports and visas and assisting U.S. citizens abroad, through communications campaigns, targeted outreach, social media, and digital platforms.
Duties
Manages CA's presence on social media platforms, including Facebook, Twitter, and Instagram, developing multiple original pieces of written and graphic content daily.
Produces content for U.S. Embassies and Consulates overseas to use in their messaging on consular issues and advises their staff on effective use of digital tools.
Works with CA offices and the Department in the planning, development, and execution of multi-faceted communications campaigns related to the Bureau’s mission, programs, and services for domestic and international audiences.
Executes virtual events involving CA speakers and suggest new outreach tools for reaching targeted audiences
Maintains liaison with external and internal stakeholders including but not limited to digital practitioners, travel industry organizations, and other federal agencies that assist in facilitating travel to promote effective public engagement.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-11 grade level must meet one of the following requirements:
A. Have at least 1 full year of specialized experience equivalent to the GS-09 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience with different types of media used to disseminate public messages
Experience with producing and editing written materials to convey complex information on a wide range of topics.
Experience with outreach to the U.S. public and/or foreign nationals.
OR
B. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. from an accredited college or university.
OR
C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS- 09 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position.
Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%.

GS-12
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience with U.S. foreign policy and/or international affairs
Experience in planning, developing, and implementing digital engagement campaigns to educate the American public and/or international audiences about policies and programs.
Experience in researching and monitoring trends the digital communications field and making recommendations to respond to significant trends.
Experience with working independently under considerable pressure with short deadlines.
There is no substitute of education for specialized experience for the GS-12 position.
GS-13
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience with U.S. foreign policy and/or international affairs
Experience in planning, developing, and implementing digital engagement campaigns to educate the American public and international audiences about policies and programs.
Experience in serving as the daily manager of social media accounts with large audiences.
Experience in independently analyzing, compiling, and reporting out on outreach activities and metrics to measure the success of the outreach program(s) in connecting with and educating relevant audiences.
Experience in developing partnerships and collaborations with external and internal stakeholders to promote effective public outreach engagement. Developing and fostering relationships with these groups/organizations while identifying new opportunities for partnerships with businesses, community groups, and non-profit organizations on the national, regional, and local levels.
There is no substitute of education for specialized experience for the GS-13 position.
