This position is part of the US Trade and Development Agency. As the Team Lead in the USTDA's Office of Administration, the incumbent serves as the Deputy Administrative Officer (DAO), sharing the responsibility to plan for, obtain, provide, and monitor a variety of services essential to the direction and operation of the Agency.
Duties
Coordinates the administrative workflow of the office, establishes quality standards for the work completed by Team Members, and serves as a team leader providing technical guidance on the efficient and effective handling of the full range of administrative management services.
Analyzes processes and workflows and makes recommendations to ensure efficient operations and optimal utilization of available resources. Establishes procedures to promote efficiency and overcome obstacles in the administrative process.
Provides technical guidance to staff within and outside of the Office of Administrative, resolving non-routine operational problems and providing guidance for coordinating activities related to facilities, space planning, travel, procurement, human resources, performance management, training, security, emergency planning, inventory control, records, and other critical administrative management functions.
Serves as the Contracting Officer Representative (COR) for multiple short- and long-term service contracts; prepares procurement requests and evaluates proposals for work; maintains records; establishes and oversees procedures for the receipt, review, and follow-up on requisitions for purchases.
Coordinates efforts with team members for creating/drafting required IAA documentation to establish agreements, obtaining internal approval and signature, and continuing to foster relationships with servicing agency points of contact.
Develops all HR related packages for review and final approval, including requests for promotions, reassignments, recruitments, reorganizations, awards, and other actions.
Serves as the travel program manager providing day-to-day oversight and guidance to both the Administrative Team and the Agency.
Qualifications
At the GS-14 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to interpreting, developing, revising, and implementing administrative policies and procedures; providing technical guidance to managers and staff and coordinating activities for at least four administrative management functions related to travel, procurement, human resources, performance management, security, emergency planning, inventory control, records, building and facilities management, and/or other critical relative functions; and establishing and monitoring quality standards for the efficient and effective handling of the full range of administrative management services.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
