This position is located in the Department of Homeland Security (DHS), Office of the General Counsel (OGC), General Law Division (GLD).
The primary purpose of this position is to serve as the principal legal advisor to the Program Accountability and Risk Management (PARM) Office, to Acquisition Policy and Legislation (APL), and to the Suspension and Debarment Official (SDO).
Non-BU: This is a non-bargaining unit position.
Duties
As an Attorney-Advisor (General), GS-0905-15, your typical work assignments may include:
Providing legal advice to the DHS Office of Program Accountability and Risk Management (PARM); DHS Office of the Chief Procurement Officer (OCPO), Acquisition Policy and Legislation (APL); the DHS Suspension and Debarment Official; and other DHS Senior leadership on acquisition management, policy, and suspension and debarment matters.
While advising DHS PARM, reviewing PARM documents, drafting acquisition legislation, regulations, and policy documents, providing drafting assistance and ensuring compliance with laws, regulations, policies and procedures. Working on behalf of the DHS Chief Acquisition Officer, PARM is the executive agent for DHS acquisition programs and is responsible for managing DHS-wide acquisition program policy, governance, and oversight. The primary policies that will be referenced are the DHS Directive 102-01 and DHS Instruction 102-01-001, Acquisition Management and its associated policies. In this context, the term acquisition is not equivalent to procurement.
While advising DHS OCPO, APL, reviewing draft acquisition and procurement legislation, regulations and policy documents, providing drafting assistance and ensuring compliance with laws, regulations, policies, and procedures.
Interfacing with senior DHS and other government officials including the Government Accountability Office (GAO) and Office of Management and Budget (OMB), reviewing documentation and providing legal advice/responses on the subject matter.
Preparing senior OGC staff for participation in the Acquisition Review Board process and other business process meetings for major acquisition programs of DHS and its components.

Requirements

Qualifications
Basic Requirements:
GS-15:
The first professional law degree (LL.B. or JD) or the second professional law degree (LL.M.); AND
Specialized professional legal experience in excess of three (3) years that is commensurate with the duties and responsibilities of the position. The quality of the individual's background may be evidenced by the relatedness of his or her specialization.
Specialized Experience:
The skills and experience listed immediately below are of particular importance to the position, and applicants should provide specific detailed information in these areas, where applicable, as part of their application.
You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the federal government.
Specialized experience is significant experience providing legal advice and support on matters related to acquisition and procurement issues. In the context of major acquisition program accountability and risk management, acquisition is not equivalent to procurement. Applicants should have demonstrated experience applying knowledge of the DHS acquisition lifecycle framework (ALF) and associated Acquisition Management Directive and Agency Instructions, or equivalent big "A" acquisition frameworks at other agencies such as DoD's Adaptive Acquisition Framework; while knowledge of and experience applying concepts from the DHS Directive 102-01 and DHS Instruction 102-01-001, Acquisition Management are preferred, knowledge and experience working with similar acquisition program policies is acceptable. For clarity, the DHS definition of an acquisition program is: "The conceptualization, initiation, design, development, test, contracting, production, deployment, logistics support, modification, and disposal of systems, supplies, or services (including construction) to satisfy DHS needs. An acquisition program results from investment decisions, responds to approved requirements, aligns to strategic direction, and is guided by approved baselines. Requirements management and financial management are complementary processes that inform an acquisition program."
Experience is typically in or related to the work of the position as described in the Major Duties above.
Applicants should have at least ten (10) years of relevant post-JD experience.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Education
