Incumbent serves as the Deputy Director for the Human Resources Division and reports to the Human Resources Director. The Deputy Director provides expert advisory and consultative services and leadership in the areas of talent acquisition, position classification, federal benefits and retirement, human resources information systems, payroll, performance management, employee relations, policy and workforce planning. 

Duties

The Deputy Director of the Human Resources Division operates with full administrative authority in the absence of the Director. Directly supervises the Benefits Officer, Employee Relations Manager, Human Resources Information Systems Manager, and Talent Acquisition Branch Manager.

Qualifications

MINIMUM QUALIFICATIONS: A Bachelor's degree from an accredited university or college in Human Resource (HR) Management, Business or Public Administration, Court Management or a related field; six (6) years of experience in a full range of human resource functions, including at least three (3) years in a supervisory or managerial capacity leading staff responsible for a full range of human resources policies, programs and operations. Must demonstrate experience in at least three (3) of the following human resources areas: talent acquisition, benefits administration, employee relations, position classification, workforce planning, data analysis and performance management. Graduation from the DC Court's Management Training Program may be substituted for one (1) year of supervisory experience. You must provide documentation of your management training (i.e. copy of certificate) with your application. PREFERRED QUALIFICATIONS: Masters degree in Human Resources, Industrial/Organizational Psychology, Business Administration or closely related field Society for Human Resources Management - Senior Certified Professional or Senior Professional in Human Resources or Human Resources Certification Institute certification Experience leading a customer focused, multi-functional organization’s human resources program in developing and implementing improvements to human resources programs and service delivery to meet strategic goals. SPECIALIZED EXPERIENCE: Skilled knowledge of HR principles, concepts, regulations, and practices, and consultative skills sufficient to plan and manage HR functions for a moderate-sized HR office. Applied practical knowledge in three or more areas of HR Subject Matter expertise: strategy & policy, classification, compensation,  human resources Information systems, data analytics, organizational design, performance management, federal benefits and retirement, talent acquisition, and workforce engagement. Demonstrated strategic and tactical planning, critical thinking, and analytical skills in order to propose innovative solutions and implement change with resourcefulness and creativity. Extensive oral and written communication skills, including the ability to communicate complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives Demonstrated ability to apply specialized knowledge to address HR issues with limited supervision and guidance. Demonstrated ability to utilize critical thinking and reasoning skills to gather HR data and provide analysis of meaning/impact to senior management. Demonstrated ability to work effectively both independently and in a team or collaborative environment, mentor colleagues, and demonstrate organizational and interpersonal problem-solving skills.
