The purpose of this position is to direct, support and/or perform all administrative functions that include human resources, administration, management, budget and finance, program analysis, office support services, document control, logistics, and a variety of related administrative matters in support of the Dental Service.
Duties
As the Administrative Officer, you will:
Provide administrative leadership and support, clerical direction, strategic planning, and coordination of operations throughout all of VAPIHICS Dental Service
Lead and administer programs in collaboration with the Chief of Dental Services, concerning such matters as equal opportunity, merit promotion, labor relations, and position management
Lead and administer space and equipment utilization programs; recommend and inform Mgmt. on administrative policies, resource utilization and workload projections
Service Champion for the All-Employee Survey
Provide ongoing training and assistance to staff and new employees regarding office policies and procedures
Responsible for initial development, monitoring and reporting on internal controls taken to eliminate or reduce
Develop both long and short-range policies and plans for the organization by coordinating the administration needs of the organization(s) for which responsible
Develop, formulate, and provide all essential data for annual budget forecast; maintain budget control records; review fund requests; and establish internal methods of funds control
Assign work to be accomplished by subordinates, establish and adjust short-term priorities to fall within the long-term goals of the department; evaluate work performance, provide advice, counsel, or instruct subordinates on administrative matters; develop performance standards, position descriptions, and other HR-related paperwork or requests
Work Schedule: Monday through Friday, 0700-1530

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience includes: 1) Apply policies, precedents, goals, objectives, regulation, and guidelines of financial management, budget administration, accounts management; 2) Analyze and evaluate program plans and their effect on financial and budget program; 3) Develop recommendations for financial and/or budget actions, formulate and administer effective financial and budgetary control; 4) Analyze and measure the effectiveness, efficiency, and productivity of administrative programs; 5) Recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting; 6) Organize and evaluate work to be performed by others; and 7) Prepare reports, correspondence, proposals, and operating plans for use and/or signature. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position, the number of hours a week spent in such employment and beginning and ending dates (i.e., MM/YY to MM/YY). Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
