The Human Capital Branch provides OMB policy and management officials with expert management advice, consultation and assistance in OMB personnel matters. This includes providing assistance, and reviewing and recommending organization alternatives to enhance OMB's performance in the crucial area of human resources (HR) management.
Duties
As a Lead Human Capital Specialist, GS, 0301, 14, your typical work assignments may include the following:
Works with managers, human resources staff, and other communities of practice to determine innovative approaches to hiring the right talent commensurate with the unique and specific needs of OMB.
Identifies appropriate recruitment opportunities and thorough knowledge of hiring techniques.
Works with OMB managers to implement personnel policies regarding recruitment and placement, personnel reassignments, and position management.
Conducts special studies and analyses of personnel and human resources data.
Assesses workforce characteristics and future needs based on OMB mission and strategic plan.
Aligns the office human capital policies and programs with organization mission, strategic goals and performance outcomes.
Analyzes and recommends alternative procedures and processes necessary to effect administrative and human resources management decisions.
Requirements

- This is a Drug Testing Designated Position (DTDP) and is covered by the Executive Office of the President Drug-Free Workplace Program.

- You must be able to obtain and hold a Top Security clearance.

- You may be required to complete a one-year trial/probationary period if not previously completed in a competitive or excepted service position.

Qualifications
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. All qualifications must be met by the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one full year of specialized experience at the next lower grade level in Federal Service or equivalent pay band or equivalent experience in the private or public sector that demonstrates:
1) Applying HR concepts, principles, and practices related to identifying, attracting, and selecting individuals and placing them into positions to address changing organizational needs;
2) Presenting written communication in order to persuasively convey program needs to high level managers for decisions;
3) Briefing orally and in writing in order to persuasively convey program needs to high level managers for decisions;
4) Monitoring progress and evaluating outcomes; AND
5) Coordinating with other organizations or parts of the organization to accomplish goals
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
