The primary purpose of a as a GS-07 position: This is a developmental position with known promotion potential to the target position of 5J-9GD28 (Human Resources Specialist (Employee Relations/Placement), GS-0201-09).

Duties

*Summary Continued* The primary purpose of a GS-09 position is to provide comprehensive recruitment and placement services for assigned organizations. Position is also responsible for planning, developing, and carrying out all aspects of Security and Suitability program to ensure that security clearance and suitability requirements for new hires and assigned employees are met at the installation level. DUTIES Manages the Automated Suitability and Security Clearnce Process. Provides management advisory and staffing services to installation-level organizations. Provides recruitment and placement, and affirmative employment advisory services. Participates in special initiatives, studies and projects, and affirmative employment activities.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.

  • Must be able to obtain and maintain the appropriate security clearance.
  • Knowledge of HR processes sufficient to relate recruitment and placement issues on them.
  • Skill in applying basic principles, provisions, laws, regulations, practices and techniques of staffing and recruitment.
  • Skill in gathering acts and using effective, analytical, and evaluative methods to accurately assess information and make sound decisions.
  • Superior Qualifications MAY be considered.
  • Eligible for a Cost-of-Living-Allowance (COLA) which is subject to change without notice
  • Ability to communicate with others, both orally and in writing, sufficient to formulate and present arguments and advisory opinions and prepare case documents.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series. (GS-07) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of basic principles of a Human Resources Specialist (Recruitment & Placement). Communicating factual and procedural information clearly, orally and in writing. Learning basic techniques of a Human Resources Specialist (Recruitment & Placement) position. Analyzing problems to identify significant factors, gather pertinent data, and recognize solutions. Planning and organizing work, and consulting effectively with co-workers. OR EDUCATION: 1 full year of graduate level education or superior academic achievement. Note: You MUST provide your official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. (GS-09) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes providing knowledge of fundamental Federal HR affirmative employment, recruitment and placement principles, policies, practices, methods, and analytical techniques. Applying knowledge of other HR process sufficient to relate recruitment and placement issues to them. Using a working knowledge of personnel security investigation and suitability determination laws, regulations, policies, processes, procedures, and automated systems (e.g., NBIS, DISS, CVS, NP2 Portal, SWFT, etc.) to develop, implement, and improve processes and procedures to maximize program accuracy and efficiency. Applying basic principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment. Using knowledge to develop guidance, work methods, and standardized processes for completing program operations and administrative support functions. Gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound decisions. Communicating with others, orally and in writing, sufficient to formulate and present arguments and advisory opinion and prepare case documents. OR EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Note: You MUST provide your official transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE: Applicants must have one year of progressively higher-level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, a combination of experience and education. Note: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-07 Knowledge of basic principles of the classified titled or related field. Skill in communicating factual and procedural information clearly, orally and in writing. Ability to learn basic techniques of the classified title. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work and consult effectively with co-workers. GS-09 Knowledge of personnel security investigation and suitability determination laws, regulations, policies, processes, procedures, and automated systems (e.g., NBIS, DISS, CVS, NP2 Portal, SWFT, etc.) in order to develop, implement, and improve processes and procedures to maximize program accuracy and efficiency. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
