Duties

Summary Continued ...assigned staffing (Recruitment and Placement), Position Management and Employee Management Relations duties within the 354th Force Support Squadron, Civilian Personnel Flight, Civilian Personnel Section, 354 FSS/FSCA. Duties Plans, organizes, and directs the activities of the Civilian Personnel Section, ensuring that human resources work complies with legal and regulatory requirements and meets customer needs Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management Represents the Force Support Squadron with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with senior leadership, representatives from other military services, Department of Defense (DoD) agencies Establishes, defines, and implements requirements for personnel programs to ensure operations are in line with regulatory and fiscal requirements, support goals, and mission requirements Administers appointing and associated authorities on behalf of the Commander for appropriated fund federal civil service personnel at an Air Force (AF) installation

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft

  • Must be able to obtain and maintain a Secret security clearance
  • One year supervisory probationary period is required
  • Position is Centrally Managed; PCS is authorized

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include administering appointing and associated authorities on behalf of leadership; to provide comprehensive advice on the full range of human resource management functions to leadership, key managers, and supervisors; to integrate the program objectives of civilian personnel administration with allied and related programs; to manage the office and direct the staff of the Civilian Personnel Section. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, practices, and analytical techniques, to include the provisions of a variety of public laws, Executive orders, and Federal regulations regarding recruitment and placement, and affirmative employment governing federal appropriated fund civilian personnel management Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex position management problems Knowledge of EEO, safety and security regulations, practices, and procedures Ability to plan, organize, and direct a human resource office (e.g., personnel, budgeting, space management, safety, etc.) Skill in advising management on controversial or sensitive, complex, and difficult recruitment, placement, position management, employee management relations and affirmative employment issues and problems Ability to effectively communicate orally and in writing and establish and maintain effective working relationships with all levels of personnel PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
