Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Financial Analyst, you will:
-Conducts and documents complex and detailed PHA financial management reviews including analyses of financial statements and reports, trend analysis, and assessment of financial risk for the overall entity as well as Public Housing programs. The review of overall entity financial statements may include areas outside of PHA programs such as mixed finance developments, component units, etc. These additional areas may increase financial risk, including improper cost allocations and comingling or misuse of funds, and require greater financial management capacity at the PHA. Documents conclusions and provides recommendations related to a PHA's overall financial management and mitigation of related risk. Areas of review include policies, internal controls, transactions, financial reporting, documentation, compliance, etc.
-Resolves audit and review findings related to the financial management of PHAs and coordinating the written communication to the PHA with collaboration of other Field Office staff regarding findings not related to financial management; Develops appropriate long range solutions to complex financial issues and problems identified by multiple sources and providing expert advice and guidance on complex financial issues.
-Understands pertinent laws, legislative history, regulations, contracts, compliance requirement documents (OMB Circulars, GAAP requirements, etc.) and management controls to ascertain the purpose, scope, and objectives of the organization; the manner in which the organization is conducted and financed; and the nature and extent of management authority and responsibility for the organization. Examines and tests financial records and management controls to determine the degree of efficiency, economy, and effectiveness with which the PHA administers their financial responsibilities and activities; and or to determine that financial records have been maintained in accordance with applicable regulations.
-Serves as the financial technical expert for all PH programs, in areas such as: operating subsidy funding calculation, cash management, budget and fiscal controls, financial policies, procedures and internal controls accounting records, cash on hand reconciliations, investments, physical inventory control, use of disposition proceeds, and insurance coverage, etc.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
- Managing and analyzing large volumes of financial data; AND
- Applying analytical and problem solving techniques to identify financial trends and issues, and develop solutions.; AND
- Conducting financial analysis and developing financial analytical reports and presenting that data to management.; AND
- Providing direction or technical assistance and applying authorities such as financial laws and regulations, OMB circulars, or the Generally Accepted Accounting Principles (GAAP).
Specialized experience for the GS-12 is one year of experience at the GS-11 level, or equivalent, that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience must include.
- Managing and analyzing large volumes of financial data; AND
- Conducting financial analysis and developing financial analytical reports and presenting that data to management.; AND
- Applying controlling authorities such as financial laws and regulations.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
For the GS-12 you must have been at the GS-11 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
