Duties
Oversees major mechanical, electrical, and/or heavy civil construction projects (i.e. dam modifications, bank stabilization).
Serves as the primary liaison and coordinator between the contractors' supervision and Reclamation supervision in regard to all assigned construction projects.
Investigates the need for contract change orders and updates field drawings at the completion of construction.
Serves as a quality assurance inspector for civil, electrical, or mechanical aspects of construction including reviewing draft specifications for adequacy and compatibility of design, reviewing contractor submittal(s) for acceptability and compliance with applicable codes, identifies potential contract compliance issues during construction, and completes detailed daily inspection reports.
Evaluates contractor submitted procedures, product & technical data, designs including bills of material, installation manuals, operations and maintenance manuals, as-built drawings, schematic diagrams, pneumatic diagrams, etc.
Responsible for completion of job hazard analyses, the observance and enforcement of safety rules, performance of safety inspections for contractor equipment, and assures ongoing site compliance with all applicable safety standards.
Qualifications

To qualify at the GS-10 level: You must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated experience with construction installation, maintenance, testing, or inspecting of heavy civil construction projects or working with major mechanical or electrical equipment or machinery which includes pumps, turbines, cranes, motors, and other hydro-electric appurtenances. Experience as a construction inspector or representative responsible for interpreting plans and specifications. Inspecting materials, workmanship, and ensuring adherence to safety requirements.
To qualify at the GS-11 level: You must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-10 level in federal service having demonstrated experience with construction installation, maintenance, testing, or inspecting of heavy civil construction projects or working with major mechanical or electrical equipment or machinery which includes pumps, turbines, cranes, motors, and other hydro-electric appurtenances. Experience as a construction inspector or representative responsible for interpreting plans and specifications. Inspecting materials, workmanship, and ensuring adherence to safety requirements. In addition, some lead experience guiding the successful construction, inspection, repair, or rehabilitation of major civil, electrical, or mechanical projects.
