DIRECT HIRE AUTHORITY: This position is being filled through the Office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority (DHA) for this occupation and is open to all U.S. Citizens. Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference (VP) rules do not apply. Qualified Veterans will, however, be given full consideration for this position.

Duties

This position is located within the Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Gulf of Mexico Outer-Continental Shelf (OCS) Region (GOMR), Regional Field Operations (RFO), Office of Structural and Technical Support in Jefferson, LA. At the full performance level (GS-12) the major duties of this position include, but are not limited to the following: 1. Performs engineering analyses to include performing and coordinating technical planning activities; data collection (including validation and management); modeling and data analyses; analyses of site location and/or conditions; risk estimation and analyses; or analyses of instrumentation data. 2. Evaluates engineering aspects of state and federal regulatory and permitting programs, conducting bond adequacy reviews, oversight reviews, and reviews on federal lands and in states with resource extraction programs under direct federal jurisdiction. 3. Makes engineering recommendations and/or decisions based on engineering analysis. 4. Utilizes applied mechanics, including the distribution of loads, stresses resulting from static and dynamic loads, and strength of materials and structural dynamics. 5. Prepares, or oversees the preparation of, and reviews technical documentation such as technical memorandums and reports, engineering study analyses and results, correspondence, publications, etc. 6. Makes oral presentations of technical documentation at coordination meetings, design briefings, or other technical briefings, in some cases in support of enforcement activities as part of Federal oversight of regulatory programs. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information GS-09: $69,298 (Step 1)-$90,087 (Step 10) per annum (Special rate table) GS-11: $83,844 (Step 1)-$108,995 (Step 10) per annum (Special rate table) GS-12: $100,495 (Step 1)-$130,640 (Step 10) per annum (Special rate table) First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying. (1) Basic Educational Requirements: To be qualified for this position, you must meet either A or B below for the series to which you are applying. NOTE: This position requires specific educational coursework to qualify. You MUST provide transcripts (unofficial are acceptable) in order to verify that the educational requirements have been met. This information must be received by the closing date of the announcement. Failure to provide this information may result in you receiving an "INELIGIBLE" rating. A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Reviewing aspects of civil engineering; specifically, design, fabrication, installation, repair, and modification of structures; 2. Reviewing the outputs of a structural engineering computer program(s) and modeling techniques; AND 3. Assisting in the development or review of civil engineering project construction drawings, technical specifications, and cost estimates. -OR- B. Education: You may substitute education that is directly related to this position being filled for experience at the GS-09 level if you have achieved: 2 years of progressively higher-level graduate education leading to a Master's degree; OR Master's or equivalent graduate degree. -OR- C. Qualifying combination of Education and Experience: A combination of successfully completed graduated education and specialized experience equivalent to the GS-07 level that totals 100% of the requirement for this grade level. ___________________________________________________________ GS-11: A. To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Reviewing aspects of structural engineering; specifically, design, fabrication, installation, repair, and modification of structures; 2. Reviewing the outputs of a structural engineering computer program(s) and modeling techniques; 3. Assisting in the development or review of civil engineering project construction drawings, technical specifications, and cost estimates; AND 4. Identifying engineering risks and understanding solutions to minimize risks. -OR- B. Education: You may substitute education that is directly related to this position being filled for experience at the GS-11 level if you have achieved: 3 years of progressively higher-level graduate education leading to a Ph.D. degree; OR Ph.D. or equivalent doctoral degree. C. Qualifying combination of Education and Experience: A combination of successfully completed graduated education and specialized experience equivalent to the GS-07 level that totals 100% of the requirement for this grade level. ___________________________________________________________ GS-12: A. To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service.
