This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of Oceanic and Atmospheric Research (OAR), Weather Program Office (WPO) with one vacancy in Silver Spring, Maryland

Duties

As a Physical Scientist, you will perform the following duties: Serve as Weather Program Office's (WPO) point of contact to the Office of Oceanic and Atmospheric Research's (OAR) Office of Research Transitions and Application (ORTA), including contacts with the Technology Partnership Office (TPO), to implement National Oceanic and Atmospheric Administration (NOAA) and OAR's transition policies and best practices for transitioning complicated scientific research into operations and applications. Oversee the monitoring and analysis of a complex scientific research portfolio utilizing an expert level of understanding of multiple scientific concepts in the weather domain. Lead the development, implementation, and evaluation of programs/projects related to weather observations and forecasts. Provide an authoritative source of technical guidance to other functional experts both internal and external to the organization and serve as a technical representative on panels, committees, and conferences, etc. Provide scientific expertise on NOAA, OAR, and Weather Program Office (WPO) Transition Plan policies and procedures. Make significant contributions toward resolving actual or potential problems relative to assignments. Prepare and/or perform briefings and presentations as required to support program reviews. Develop and maintain all the necessary information and data that is needed to effectively manage WPO's research portfolio, and serve as the responsible party for ensuring OAR and NOAA research databases are populated with up-to-date information. Manage the evaluation and analysis of the entire WPO research, development, and demonstration project portfolio to assess outputs and outcomes and to inform future investment decisions. Identify and define technical problems requiring advanced scientific and technical studies based on WPO's portfolio. These duties are described at the full performance level of the ZP-4; the ZP-3 is developmental leading to such performance.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy. BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one full year (52 weeks) of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements: To qualify for the 1301 series: EDUCATION: A. Degree: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience: Education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. AND SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZP-3 or GS-11 level: SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following: Assisting in implementing project plans that detail the progression and advancement of research to application or operational use; Evaluating weather or climate related systems and using software to monitor, evaluate, and report on findings; and Assisting in briefing, reporting, and communicating the results of weather or climate related projects, programs, or portfolios. OR SUBSTITUTION OF EDUCATION: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of related graduate level education and specialized experience as described above. NOTE: Only graduate education in excess of two years is qualifying for a combination of education and experience. To qualify at the ZP-4 or GS-13 level: SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following: Monitoring, evaluating, and analyzing the weather or climate and reporting the findings in related projects, programs, or portfolios using various software applications; Developing project plans that detail the progression and advancement of research to application or operational use; and Briefing, reporting, and communicating results of scientific weather or climate related projects, programs, or portfolios to internal and external partners and stakeholders.

Education

Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
