National Defense University (NDU) supports the joint warfighter by providing rigorous Joint Professional Military Education to members of the U.S. Armed Forces and select others in order to develop leaders who have the ability to operate and creatively think in an unpredictable and complex world.
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense.
Duties
Assist the NDU Chief Information Security Officer (CISO) on developing and maintaining an information security program that can perform assessing risk and determining the appropriate level of protections for assets.
Serves as IT Project Manager, ensuring compliance with the personnel security requirements of Procedures for DoD Personnel Security Program and DoD Information Security Program.
Provides oversight and direction for the development, review, endorsement, and maintenance of the Cybersecurity Risk Management Framework (RMF) program.
Identifies and maintains the security architecture, requirements, objectives, policies, and processes that support the cybersecurity program.
Participates in the early stages of procurements planning for the acquisition of computers and related peripheral equipment.

- Incumbent may be required to work weekends and holidays and occasional travel may be required.
- Must be eligible to occupy a Special Sensitive Position, and able to obtain and maintain a SCI security clearance.
- Required to maintain qualifications in accordance with DoD Cyber Workforce Program requirements of DoDM 8140.03, Cyberspace Workforce Qualification and Mangement Program.
- Participates in a continuous professional development program (CDP) as described in DoDM 8140.03. An annual 20 hour minimum of Cyber Workforce related CDP must be documented in individual development plan.
- Must obtain the required credentials within 12 months of appointment and maintain those credentials as described in DoDM 8140.03 for DCWF role of 802, IT Project Management, proficiency level advance.
- Required to file an OGE Form 450, Confidential Financial Disclosure Form, 5 CFR Part 2634, Subpart I, U.S Office of Government Ethics
- Obtain Cybersecurity IAM III certification.
Qualifications

Customer Service- experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs.
Oral Communication- briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience.
Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions.
In addition to meeting the basic requirement, you must have one year specialized experience at the GS-12 or equivalent level.
Specialized experience: Specialized experience is defined as experience with information security/assurance, project management, and IT policies AND IT-related experience demonstrating Attention to Detail, Customer Service, Oral Communication, and Problem Solving as described in the vacancy announcement.
