Duties

This position is located within the Department of Commerce (DOC), National Telecommunications and Information Administration (NTIA), First Responder Network Authority (FirstNet Authority), Office of the Chief Procurement Officer (OCPO), Procurement Support Division, in Reston, VA. At the full performance level ZA-4 the major duties of this position include, but are not limited to the following: 1. Analyze applicant's projected estimated costs for allowability, allocability, and reasonableness, while ensuring compliance with regulatory requirements. 2. Serve as advisor or price negotiator to contracting teams. 3. Assist with development of acquisition strategies, solicitations, and evaluation criteria. 4. Evaluate reasonableness of contractors proposed price though cost and price analysis. 5. Develop and implement acquisition policies and/or guidance related to procuring supplies, services, research and development, formal advertising, negotiation procedures, and responses to changes in program strategy or other drivers. 6. Evaluate audit reports, regulations, and other relevant material as a basis for developing and implementing guides or procedures. The FirstNet Authority has determined that the duties of this position suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information ZA-IV: $117,962 - $181,216 per annum This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements, (2) Specialized Experience, and (3) Certification for the series to which you are applying. (1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. and A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. NOTE: IF YOU ARE QUALIFYING BASED IN WHOLE OR PART ON EDUCATION YOU MUST SUBMIT COLLEGE TRANSCRIPTS. FAILURE TO PROVIDE THIS INFORMATION WILL RESULT IN DISQUALIFICATION. (2) Specialized Experience To qualify for the ZA-IV, you must possess at least one full year of specialized experience equivalent to at least the ZA-III or GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Applying cost/price analysis principles and techniques sufficient to analyze cost elements on contract proposals, modifications, or terminations. 2. Analyzing direct and indirect rates to ensure compliance Federal Acquisition Regulation (FAR) policies and procedures. 3. Developing procurement regulations, policies, procedures (including Standard Operating Procedures), templates, guidance, or best practices. 4. Reviewing proposed acquisition strategies for accuracy and Federal procurement policy, regulation, statutes, and guidance compliance. Must meet all. AND (3) Applicants must possess a FAC-C (Professional) certification or equivalent.
