Duties
This position is located within the Department of Commerce (DOC), National Telecommunications and Information Administration (NTIA), First Responder Network Authority (FirstNet Authority), Office of the Chief Procurement Officer (OCPO), Procurement Operations Division, in Reston, VA.
At the full performance level (ZA-4) the major duties of this position include, but are not limited to the following:
1. Serves as the point of contact for program officials on all acquisition and administrative matters affecting procurement of supplies, services, telecommunication, and Information Technology (IT), using formal advertising or negotiation procedures.
2. Assists customers in developing statements of work, acquisition plans to include the procurement strategy and market research to identify applicable small businesses.
3. Develops and prepare all acquisitions documents.
4. Performs the pre-award and post-award duties including negotiating and administering a variety of contracts.
5. Performs contract administration including verifying evidence of contractor's progress, negotiating modifications, preparing and issuing termination notices, reviewing and preparing contract claims for review, and conducting contract closeouts.
The FirstNet Authority has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
ZA-III: $82,764 - $128,956 per annum
ZA-IV: $117,962 - $181,216 per annum

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Education Requirements, (2) Education or Combination (for ZA-III), (3) Specialized Experience, and (4) Certification for the series/grade to which you are applying.
For ZA-1102-III:
(1) Basic Education Requirements
A 4-year course of study leading to a bachelor's degree with a major in any field;
OR
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
AND
(2) Education or Combination
A. Education: 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
B. Combination of education and experience: A combination of education and specialized experience at or equivalent to work at the next lower level (GS-09/ZA-II), that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic education requirements above.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

(3) Specialized Experience
To qualify for the ZA-III (GS-11/12 equivalent), you must possess at least one full year of specialized experience equivalent to at least the ZA-II or GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Serving as a contract specialist or warranted contracting officer with authority for pre-award and post-award contractual actions with experience in any of the following: developing acquisition strategies, negotiation, or contract administration.
2. Providing guidance to customers on acquisition or contracting laws, regulations, or directives.
3. Applying acquisition policies and/or guidance to procure supplies and services.
Must meet all.
AND
(4) Applicants must possess a FAC-C (Professional) certification or equivalent.
For ZA-1102-IV:
(1) Basic Education Requirements
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
and
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

To qualify for the ZA-IV (GS-13/14 equivalent), you must possess at least one full year of specialized experience equivalent to at least the ZA-III or GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Serving as a contract specialist and warranted contracting officer with authority for pre-award and post-award contractual actions and all phases of a procurement program with experience in all of the following: developing acquisition strategies, negotiation, award, and administration.
2. Applying price and cost analysis principles and techniques to review proposals to determine price reasonableness demonstrated by reviewing previous history, actual and estimated expenditures, or established rates to determine a negotiation position.
3. Providing guidance to managers on acquisition or contracting laws, regulations, or directives.
4. Developing required contract documents by analyzing the requirement, elements of cost, making competitive range determinations, conducting pre-proposal conferences, coordinating with technical experts, negotiating contract details, or awarding contracts.
