Duties
Performs Post-Award functions for a wide variety of highly complex contracts including those with special business arrangements that must be tailored to each corporation and coordinated with other locations for implementation.
Analyzes difficult issues and identify alternate courses of action regarding contract administration, modify standard procedures and solve a variety of problems.
Coordinates with other areas both internal and external to the government to resolve problems, address concerns and elevate issues to get the items delivered and the contractor paid.
Supervises a staff of Contract Specialists and support positions.

Qualifications
To qualify for a Supervisory Contract Specialist, your resume and supporting documentation must support:
A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. *Applicants MUST provide copies of official transcripts.
B. Contracting Officer Requirement: Must possess at least 2 years of experience in a contracting position.
C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic DoD 1102 Requirement and Contracting Officer Requirement above, to qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Performs post-award activities, such as: issuing contract modifications, letters, memorandums, and other written documents to perform contract administration tasks.
Resolves complex contract administration actions, such as: Termination for Defaults, Termination for Convenience, and Administration of contracts/orders over the Simplified Acquisition Threshold (SAT).
Interprets laws, regulations, and policies affecting the contract administration process, such as, the Buy American Act, FAR Part 42, and DAG Part 49.
Demonstrates strong analytical skills necessary to analyze difficult issues; identify alternate courses of action and solve a variety of problems.
Participates in various councils, working groups, and or committees to keep acquisition skills relevant and current (i.e., Post Award working group).
Uses procurement, supply, and automated systems (i.e., EBS, Microsoft Office Excel and Word) to acquire and maintain accurate records to monitor and document performance.
Researching and applying contracting statutes, regulations and procedures to respond to contractual issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
