Duties
Apply and relate statutory, regulatory, and Bureau requirements to the development of statewide policies, technical and procedural guidance, as part of providing technical oversight and assistance to office for the solid mineral programs.
Knowledge of state and federal laws mining and relevant environmental laws (NEPA).
Demonstrates knowledge of complex and unique exploration/mining/processing methods (eg gold, lithium), especially the management and environmental protection for operations using cyanide or other leachates.
Identifies program needs and needed changes in Bureau regulation, policy, or direction as well implements policy manuals, handbooks, and memoranda applicable to the statewide solid minerals programs.
Knowledge of administrative appeal process and federal legal procedures to represent BLM in proceedings and provide guidance to BLM personnel.

Qualifications
Education Requirement: This is an interdisciplinary position with a positive education requirement. You must meet the education requirements for at least one of the professional series below:
Basic Requirement:
For Mining Engineer:
A. I have a bachelor's degree in Mining Engineering that included curriculum accredited by ABET; OR that included differential and integral calculus AND courses in five (5) of the following areas of engineering science or physics: (1) statics/dynamics; (2) strength of materials; (3) fluid mechanics/hydraulics; (4) thermodynamics; (5) electrical optics, heat transfer, soil mechanics or electronics. I will provide a copy of my college transcript; OR
B. I have a combination of education and experience including engineering coursework in physical and mathematical science and experience in one of the branches of engineering AND I have one (1) of the following: professional engineer registration; (2) passed the EIT examination or similar state examination; (3) completed 60 semester hours of coursework specified in the basic requirement above; (4) completed a bachelor's degree in a related field AND have 1 year or more of professional engineering experience.
For Geologist:
A. I have successfully completed a 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in the field of Geology plus 20 additional semester hours in any combination of mathematics, physics, chemistry, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography. I will provide a copy of my college transcript; OR
B. I have a combination of education and experience equivalent to a major in geology or related disciplines appropriate to the position advertised.

Specialized Experience:
In addition to meeting the basic education requirement, you must have one (1) year of specialized experience equivalent to the next lower grade level (GS-11) in the federal service. At this level, experience is referred to coordinating mine plan reviews with field Offices, local, state, and other federal regulatory agencies as appropriate. Incumbent provides written and oral assistance to the public on questions concerning laws, regulations, and policy governing all aspects of mineral resources on public lands.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: The work requires some physical exertion during the regular inspection of operations on leases and permits. This requires walking over uneven terrain and crouching, bending, and climbing when investigation surface and underground mining operations.
Work Environment: Work is usually performed in an office setting. During required inspections of leases and mining operations, safety equipment such as steel-toed boots, hard hat and safety glasses are required. In underground operations, a safety lamp and self-rescuer are required.
Education
This position falls under the OPM qualification standard for the 0880 and/or 1350 job series and has Individual Occupational Requirements. See qualification section for description of the Basic Education Requirement (BER).
This position has a positive education requirement which requires that you have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, or a combination of education and experience---courses equivalent to a major, as shown above, plus appropriate experience or additional education.
**There is no substitution of education for experience at the GS-12 level.
