About the Position: This position is located at Darnall Army Medical Center located in Fort Cavazos, Texas. Salary negotiation may be available for those candidates who are new to Federal service. Student Loan repayment may be authorized.

Duties

Compile and analyze data, total contract cost to include salaries, benefits, inflation factors and administrative costs for inclusion in the Independent Government Cost Estimate used for contract negotiations. Monitor, inspect, analyze and evaluate the services and operations in accordance with required regulations and publications. Serve as the Assistant on contractual procedures ensuring consistency and compliance with accepted policies and guidance. Prepare contract support documentation to augment/maintain medical and support service levels utilizing General Fund Enterprise Business System (GFEBS). Perform a variety of budgetary and statistical analysis functions to forecast quarterly and annual budget requirements

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• A Personnel Security Investigation is required.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
• A pre-placement medical examination is required.
• Moderate to heavy lifting up to 25 pounds may be required.
• Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes reviewing contract details for completeness in accordance with established guidelines, employ good contract administration practices to include timely de-obligations and precise cost estimates, and providing technical assistance to the customer and contractor with contract interpretation. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Business Management, or Finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
