The primary purpose of this position is: This position executes the current operations planning and reporting functions to include planning, scheduling, flight following and support to current, immediate or pending flight operations.
Duties
Schedules and coordinates and plans tanker/airlift missions for the 305th and 514th Air Mobility Wings.
Develops a flying schedule for the wing.
Commits airlift/tanker resources for the wing.
Directs the review, edit, input, verification and production of computer generated airlift/tanker schedules and mission changes.

- May require occasional temporary duty (TDY) travel. The position will require uncommon tours of duty during real world crises.

Qualifications
This is a Term position NTE (12 Months); the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Transportation Operations Series, 2150.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; knowledge of airlift/tanker operations; knowledge of aircraft capabilities and limitations to include: range, fuel requirements, configuration, crew duty day, crew rest, and ground times; knowledge of all station and country restrictions to allow safe and efficient flow or airlift/tanker resources; and knowledge of Global Decision Support System (GDSS) and Command and Control Information Processing System (C2IPS) computer systems.

EDUCATION: Have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems related to current operations planning and reporting functions in support of current, immediate or pending flight operations.
Knowledge of fact finding and coordinating techniques to obtain information and coordinate airlift/tanker mission requirements, functions and procedures. Knowledge of airlift/tanker operations, regulations, principles and the peculiarities of aircraft scheduling.
Knowledge of problem-solving techniques and be able to recognize the dimensions of the problems involved in order to establish facts and take necessary steps to develop alternate mission details.
Knowledge of mission and scheduling terminology to coordinate with other operations activities is required.
Knowledge of flying operations organizational structures and airlift/tanker programs.
Skill in using a personal computer in order to manipulate data or generate spreadsheets, presentations, or reports. Skill in using aircraft scheduling computer systems such as GDSS or C2IPS. Skill in written and oral communication.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
