The primary purpose of this position is to provide a shift manager/duty officer for any of the three shifts encompassing all air terminal operations, to provide 24/7 coverage. Represents the Commander and Operations Officer to ensure mission accomplishment with regard to the movement of cargo and passengers within the Defense Transportation System.
Duties
Serves as an Air Terminal Shift Manager, responsible for managing and directing operational activities of military and civilian personnel who perform aircraft dispatch, load planning, and ramp controller duties pertinent to air terminal internal control and mission support of originating, transiting, and terminating aircraft. Establishes, develops and maintains effective work relationships.
Represents the Commander and Operations Officer by personally resolving the difficult problems encountered during mission execution.
Identifies and coordinates air terminal operational requirements with internal and external support agencies.
Performs support duties and functions. Provides mentoring and assists/participates in on-the-job training (OJT) of newly assigned military and civilian employees.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

- Required to work uncommon and changing tours of duty to provide 24/7 coverage.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Required to participate in Operational Readiness Exercises and Major Accident Response Exercises
- The work requires the employee to drive a motor vehicle on the flight line. An appropriate, valid driver's license is required for the position.

Must be able to communicate effectively in English, both orally and in writing.
IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Transportation Operations Series, 2150.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. comprehensive knowledge of a wide range of air transportation and traffic management concepts, policies, principles, and methodology to identify, analyze, and resolve air terminal embarkation/debarkation issues and problems. Knowledge of organizational missions, objectives, and procedures prominent in the Department of Defense (DoD) Transportation System and air terminal functions. Broad knowledge of federal agencies practices and commercial procedures to manage efficient and effective air terminal operations that meets customer's needs. Knowledge of hazardous and/or explosive cargo movement procedures and compatibility. Knowledge of transport aircraft and related load characteristics. Knowledge of and skill in using various automated operating systems.

EDUCATION: Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related...LL.M.,; education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of air transportation and traffic management concepts, policies, principles, and methodology to manage air terminal embarkation/debarkation.
2. Knowledge of organizational missions, objectives and procedures prominent in the Defense Transportation System.
3. Knowledge of hazardous and/or explosive cargo movement procedures and compatibility.
4. Knowledge of transport aircraft and related load characteristics.
5. Skill in applying knowledge to plan and complete a variety of tasks that ensure efficient and expedient movement of high-priority traffic in both military strategic and contingency conditions and the commercial transportation community.
6. Ability to recognize and deter events that can lead to aircraft departure delays and/or safety incidents and how to prevent them.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
