The incumbent function as the Health Systems Specialist providing health system management support services in full support of the network office mission, goals and objectives. Activities involve the coordination of diverse administrative and professional programs, and the requirement to provide maximum support, including but no limited to the provision of staff support in long and short range planning, financial and workload analyses, program implementation and evaluation.

Performs staff support work in short and long-range planning efforts for the Rehabilitation and Extended Care ICC. Supports the CMO on all administrative tasks as assigned. Complies with directives in preparing annual and cyclic planning documents. Obtains and consolidates planning information from subordinate units. Incumbent administers planning process. Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operation in meeting established goals and objectives. Evaluates agency- wide programs against short and long-range objectives.
Provides oversight to programs such as Rehabilitation and Extended Care programs and initiatives, and other clinical programs and initiating actions when necessary. Hears and resolves complaints from facility teams.
Assesses priorities to best meet veterans' health care delivery needs. Incumbent completes administrative research, management analyses and development of reports pertaining to program plans, development operations, and assessments of planning phase of Network's activities.
Compiles final reports of evaluations efforts. Notes discrepancies and the planned initiative for effecting remedial actions. Establishes administrative controls aimed at ensuring remedial actions and completed as proposed. Incumbent is responsible for identifying network problems that involve new or revised policies or procedures and brings them to the attention of senior network management for appropriate action. Responsible for obtaining timely actions, responses, or decisions on request within and to the network/VACO and ensures they are actions to remedy critical problems.
Develops the need for and maintains an awareness of available resources, and makes recommendations to CMO Lead regarding needs, distribution or redistribution of these resources. Incumbent develops, implements, monitors, and adjusts plans to effectively and cost-efficiently accomplish the mission within budgetary constraints. Incumbent provides leadership and guidance in determining the resource needs of all assigned organizational elements, distributing initial resource allocations, and adjusting resource allocations as dictated by changes in the program needs.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Expert analyst who has mastered the application of wide range of quantitative and/or qualitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems
Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs.
Knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments.
Knowledge of relationships with other programs and key administrative support functions within the employing agency or in the other agencies.
Skill to plan, organize, and direct team study wok and negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial agency resource, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied.
Budget experience and knowledge of fund control points
Experience with Specific Software or Programs: Knowledge of the capabilities, operating characteristics and advanced functions of a variety of types of office automation software, e.g., databases, spreadsheets, word processing, Microsoft Outlook, and Internet Explorer. Uses desktop software to create program agendas, charts, graphs, PowerPoint slides. Knowledge of VistA system. Generates summary reports, graphs, and charts from databases and maintains appropriate documentation. Is conversant in Power-Bi, Pyramid Analytics, Microsoft Teams, Microsoft Word, Power Point, Excel, One Note, Microsoft Publisher, Adobe, SharePoint, Leaf, VATAS, Concur, Manager Self-Serve, USA Staffing, Microsoft Outlook and Calendar Management: Skill in operating VTEL conferencing equipment.
