The incumbent serves as Health Systems Specialist responsible for providing support to health care management officials by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations. This position exercises broad latitude and provides senior expert level advice to senior personnel, and/or agency officials concerning complex, novel, and unusual healthcare issues.

Duties

Major duties include, but are not limited to the following: Monitoring and managing incoming actions and requests from initial receipt to completion and closeout. Analyzing responses to inquiries for completeness and accuracy against known policies and procedures. Conducting or participating in special information flow studies, analyses, presentations and briefings, as assigned. Participating in healthcare related studies that require study planning, statistical measurement, data analysis, and report preparation and development. Investigating complex issues, analyzing problems, and presenting both written and oral recommendations taking into full consideration a wide range of factors and requirements which affect the management of the healthcare delivery system. Coordinating appropriate individuals or offices to develop proposals and supporting materials for presentation at conferences, meetings, hearings and other external activities and meetings. Applying advanced qualitative and quantitative techniques in order to perform thorough management analysis of current and projected diagnostic service programs. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-12 grade level: One year of specialized experience (equivalent to the GS-XX grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: (1) Participating in healthcare and operational improvement projects impacting patient care delivery systems and functions throughout a medical center; (2) Developing strategies to appropriately resolve specific issues or problems; (3) Organizing, directing, controlling and coordinating group activities in a timely and effective manner; and (4) Analyzing data and conducting research on a variety of healthcare related issues. GS-13 grade level: One year of specialized experience (equivalent to the GS-XX grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: (1) Utilizing qualitative and/or quantitative methods for the assessment and improvement of healthcare program effectiveness or the improvement of complex management processes and systems (2) Working directly with clinicians and local leadership to solve problems in support of the delivery of patient care (3) Preparing complete and fully documented studies for review of others; and (4) Developing and interpreting policies and procedures for improving quality of healthcare. There is no educational substitution for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
