The Program Specialist (Deputy Facility Telehealth Coordinator) works independently for the Telehealth program under the supervision of the Facility Telehealth Coordinator (FTC).

Duties

Major duties include, but are not limited to; Program Development/Oversight and Audits/Inspections - 35% Analyzes and evaluates, on a quantitative or qualitative basis; needs assessments for the development and implementation of future programs and the effectiveness of programs or operations in meeting established goals and objectives established by the VISN for the Office of Connected Care. Determines what Telehealth programs would be beneficial to the facility and the location(s) to efficiently incorporate programs to support Veterans. Plans and organizes the incorporation of a program, estimating costs, coordinating with staff and line management personnel to successfully implement. Analyzes and integrates program financial, technical, procurement and scheduling information. Develops specific Telehealth applications in collaboration with VISN and local Telehealth oversight council, clinical, administrative, and technical staff as needed. Develops policies and protocols for delivery of Telehealth applications. Develops, tracks, and disseminates, as appropriate, outcome measures, including clinical data, patient and travel costs, and patient and staff satisfaction measures. Identifies alternate partnerships and funding sources for expansion of Telehealth. Administration Operations/Management - 35% He/she handles the clinical and business functions, assisting with the day-to-day program operations, and executing leadership responsibilities and innovative approaches for patient care management within the Telehealth program, ensuring telehealth objectives are met. Collaborates with FTC in planning efforts for program development aimed at improving service as needed to improve efficiencies. Strategically captures and analyzes data for needs assessment and program planning. Works with URACs for referral/order pathways and clinic activations and participation in meeting proposal. Initiates all Telehealth Service Agreements (TSA) monitors activation and communicates with involved parties to ensure progress and expectations are met. Generates Standard Operating Procedures (SOPs) for all new programs and responsive to training and review of program processes with all staff involved, communicating with all parties for agreement with program plans. Works with external agencies and VHA entities such as the Clinical Resource Hub (CRH) to ensure TMP/Oracle scheduling resources are updated and maintained. Deputy FTC is responsible for program oversight, building TSA and conducts training to all staff for scheduling as well as management of resource entry. Responsible for day-to-day program assistance for Provider training, Veteran training, troubleshooting, and scheduling for this newly evolving facility-wide program of Virtual Medical Room (VMR)Nideo on Demand (VOD). Organizational Analysis/Studies and Ad Hoc Projects - 20% Prepares monthly workload/productivity reports as it relates to Telehealth activities. Collaborates with VISN Telehealth Leadership in preparing monthly workload data for CVT, WC, Store and Forward. Monitors core quality and performance measures for all Telehealth programs. Communicates and collaborates with the VISN, Office of Information and Technology, BioMed, and other technical staff in the development, implementation and operation of Telehealth applications with regard to technology and connectivity, which includes wide area network (WAN), local area network (LAN), and bandwidth issues. Provides oversight and guidance to assure that all technologies selected for use in Telehealth programs comply with the requirements of the Health Information Portability and Accountability Act (HIPAA) and other relevant VHA directives and guidance e.g. VHA Directive 2002-042. Assures that Telehealth programs utilize approved processes for the acquisition, distribution and tracking of Telehealth technologies and equipment and that clinical practice guidelines link with prosthetics for inventory and purchase of CVT, WC, HT and SF technologies. Serves as a technical Telehealth consultant for all aspects of facility Telehealth use, including facilitating Telehealth staff training, pilot testing and implementing new long-distance care models, and multi-site coordination and problem resolution. Preferred Experience: 2 years Supervisory and direct Telehealth experience recommended. Must demonstrate ability and knowledge regarding VA Virtual Technologies. Work Schedule: Monday - Friday; 8:00a.m. - 4:30p.m. Telework: This position may be authorized for telework. Qualifications

To qualify for this position, applicants must meet all time-in-grade and specialized experience requirements within 30 days of this announcement, 02/14/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzes and integrates program financial, technical, procurement and scheduling information; provides general oversight for Telehealth programs; Prepares monthly workload/productivity reports as it relates to Telehealth activities and modalities; Ensures the planning and implementation of Telehealth installation procedures involving a variety of equipment, services and operating techniques; Provide supervision of Supervisory Health Technician, MSAs and Telehealth Clinical Technicians (TCT) assigned to Telehealth Service; Oversees attendance and reviewing and approving leave requests of direct reports; Develops specific Telehealth applications in collaboration with VISN and local Telehealth oversight council, clinical, administrative, and technical staff as needed; Develops policies and protocols for delivery of Telehealth applications; Generates Standard Operating Procedures (SOPs) for all new programs and responsive to training and review of program processes with all staff involved, communicating with all parties for agreement with program plans. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Physical Requirements: The work is primarily sedentary, although some physical effort will be required when working with telehealth equipment for installation and maintenance.
