The incumbent serves as Management Analyst for Physical Medicine and Rehabilitation Service at the Central Texas Veterans Healthcare System. Provides staff advice and assistance to Physical Medicine and Rehabilitation Service personnel, and works closely with Administrative Officer, Physical Medicine and Rehabilitation Service and Chief, Physical Medicine and Rehabilitation Service.
Duties
The incumbent performs a variety of duties in an extremely complex multidisciplinary Specialty Medicine service, which is constantly evolving within the Central Texas Veterans Healthcare System. The incumbent must analyze and evaluate the efficiency and effectiveness of the multiple program operations of Physical Medicine and Rehabilitation Service, assessing the effectiveness of services provided to the patients served. He/she will provide senior leadership with his/her findings and recommend ways to improve the effectiveness and efficiency of work operations in Physical Medicine and Rehabilitation Service.
He/she may identify and advise the Administrative Officer, Chief of Physical Medicine and Rehabilitation Service, and senior leadership on the impact of changes proposed and how they will affect other services and the patients served, insuring that patient care is not adversely impacted. Responsible for performing studies, developing procedures and formulating policy on data management matters involving all phases of data management activities within Physical Medicine and Rehabilitation Service.
Responsible for planning, developing, and monitoring implementation strategies for administrative and clinical personnel within Physical Medicine and Rehabilitation Service. including performing analytical work of considerable difficulty in healthcare information management and financial analysis/reporting along with providing statistical support to Physical Therapy, Occupational Therapy, Recreation Therapy, Kinesiotherapy, Speech and Language Pathology, and Physiatry. Ability to conduct complex studies of various aspects of Specialty Medicine operations converting complex data into comprehensible information. Must maintain detailed workload files.
The incumbent will act as a knowledge resource regarding each of the VA's data systems including (KLF menu, patient databases, and financial databases), Decision Support System (DSS), Vista, ProClarity, VSSC, the Allocation Resources Center (ARC) data systems, Pyramid Analytics, SAIL and various non-VA data systems to be used for comparison and benchmarking purposes. Works closely with Physical Medicine and Rehabilitation Service leadership to promote and monitor Joint Commission and Commission on Accreditation of Rehabilitation Facilities (CARF) standards.
Work Schedule: Monday - Friday, 7:30am4:00pm, or 8:00am 4:30pm; occasional weekend as needed

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 grade level. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower GS-07 grade level in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Collecting, consolidating, analyzing, and validating statistical data; serving on a multiple specialty; performing contract administration technical and administrative support; reviewing and analyzing procurement documents (i.e. contracts, subcontracts, purchase orders); verifying abstract information contained in documents and reports; performing a variety of administrative work using various office automation programs; troubleshooting CPRS issues; extracting and compiling information and making recommendations for development and implementation of procedures for financial management and budgeting functions; analyzing and resolving routine problems; assisting in preparing memos, reports and briefings; and performing data analysis involving inquiries and studies of ancillary data and providing consolidated data. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree orLL.B. or J.D., if related (Transcripts Required) OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of six months specialized experience equivalent to the next lower grade level and two years of graduate level education leading to a master's or equivalent degree. Physical Requirements: The work primarily sedentary, although some physical requirements may be necessary in troubleshooting equipment and peripherals. There may be some standing and walking throughout the facility and outlying buildings required. Stooping, lifting of boxes (50 lbs maximum) containing training materials, computer software, computer equipment will be required on occasion. Work requires coping with complex, persistent demands from a variety of sources that can be regarded as high-pressure situations. Ability to hanldle stressful, emotional situations required.
