This position is located in the Texas State Office of USDA Rural Development (RD). The incumbent provides support on a variety of issues that cross program and administrative lines. Develops/collaborates on administrative aspects of policies, operating procedures, projects, and systems necessary for the overall management and administration of State Office Programs. Duties

Assists management in development in the development of a strategic vision for annual goals and long-range plans of operations throughout all organizational units. Analyzes and evaluates on quantitative or qualitative basis, the effectiveness of line program operations in meeting established goals and objectives. Using input from a wide variety of sources, develops the annual plan of work/calendar of events/meetings to plan and project the effective utilization of the organization's resources. Utilizes and develops spreadsheets, graphs, presentations, etc. using statistical data and related material for the purpose of explaining complex situations and relationships.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. For the GS- 11 level: Applicants must possess one ( 1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Consults with users and considers existing problems as well as constraints and recommends courses of action; Advises and takes action to obtain a solution to issues, either functionally or through automated means; makes recommendations to the supervisor of changes in policies and procedures so systems can be implemented to significantly improve overall operations and meet regulatory requirements. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR A combination of education and specialized experience combining to equal 100% of the required specialized experience required. For the GS- 12 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Experience in analysis of program procedures to evaluate effectiveness and recommend corrective action and/or improvement. Draft new regulations and procedures to meet legislative and administrative changes in the programs. Coordinates with various programs staff in developing automated systems, regulations and procedures which affect programs and implementing those systems. Design and conduct studies in support of policy and procedural recommendation and/or changes related to annual goals and long-range plans. Education cannot be used to substitute experience at this grade.
