Duties

As a Management and Program Analyst you will: Plan, analyze, and evaluate the efficiency and effectiveness of line health care, health regulatory, or human services program within a Health Human Services organization. Identify and analyze issues, problems, and challenges facing the program; formulates and evaluates possible courses of action for resolving them; draws conclusions based on relevant facts; and recommends solutions to organizational leadership. Prepare reports and briefs to program or higher-level leadership which convey study results and recommendations. Provide oversight and direction to management in all aspects of fiscal resources, including allocations, expenditures and reprogramming. Monitor budget cuts due to sequestration; budget allocations forecasting potential budgetary impacts personnel actions will have on the long-term Division budget. Develop the Division succession planning and is involved in the decision process of the findings from the Employee Viewpoint Survey Analyzes new legislation, regulations and policies established at high echelons within the government to determine their affect on internal policies, procedures and operations. Develop new policies, procedures, and guidance materials or adapts existing guidance in response to new regulatory requirements and to promote efficiencies in program operations. Serve as contracting officers' technical representative on administrative contracts and task orders. Develop supporting documentation such as financial data, statements of work and schedules of deliverables; monitors contractor performance; and resolves problems. Establish and maintain tracking systems and records for grant and contract activities in the program. Conduct detailed assessments of staffing issues, backfilling vacancies, reassignments and related organizational structure changes. Incumbent provides to senior management guidance on labor management issues, including potential disciplinary actions/reprimands; grievances and unfair labor practices. Represents the Division on discussions with Union leaders related to labor/management issues. Prepare complex reports in response to requests from higher echelons in the Federal government. Compile and analyze data which address issues such as workforce and productivity, management controls, and implementation plans in response to Executive Orders emanating from the White House and Congress. Prepare reports that provide information to management concerning the status of program activities and in response to inquiries from Federal and non-Federal parties. Supports the conduct of research or other programmatic activities by performing work such as literature searches, synthesis of information, and compiling data from numerous sources. Lead efforts to automate program functions and processes and to develop information systems which track and disseminate information about the program. Represent the agency and the immediate organization on committees and workgroups and at conferences and meetings.

Qualifications

All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications: To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience: planning and analyzing administrative operations and work processes and procedures to include program staffing levels, budgeting, and distribution of program services. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
