The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
WHAT DOES AN HUMAN RESOURCES ASSISTANT (HRA) DO? As an HRA, you will assist in an administrative role in the delivery of a full range of learning and education delivery services within the Enterprise Talent Development (ETD), Classroom Learning Services (CLS) organization. You will perform a variety of duties onsite in support of training held in classrooms, instructor teams, customers, and coworkers to ensure face-to-face training classes are effectively delivered. Your responsibilities will include various tasks in support of human resource development activities, including ensuring training classes are properly recorded in the Integrated Talent Management - Learning Module (ITM-LM) system. You will assist coworkers and managers in supporting programs and local/national customers.
As an Human Resources Assistant (HR Development), you will:
- Assist specialists with onsite support of instructor teams and training events. Provide assistance and administrative support to specialists in the workgroup, gather and analyze automated or manual data, and apply knowledge of training operations and systems.
- Use automated training systems to input, update, and retrieve data; gather data and generate reports; and research and locate information. Gather, maintain, and analyze automated or manual data on training courses, materials, or programs and make recommendations for changes or other appropriate actions to achieve improvements in employee performance through training.
- Take appropriate action to correct deficiencies and identify and elevate systemic problems with automated systems such as Resource Scheduler, Integrated Talent Management (ITM-LM), Knowledge Incident/Problem Service Asset Management (KISAM), etc.
- Perform error resolution to resolve systemic and individual training issues reported via Employee Resource Center (ERC) Tickets by researching and updating ITM-LM as necessary with appropriate documentation. Provide advice and information on education and training matters to managers, employees, instructors, and contractors and analyze workflow issues and recommend solutions/changes to processes and procedures. Maintain control records for correspondence and work assignments, establishing and following up on suspense dates.
- Ensure classrooms are set up with appropriate equipment, course materials, and supplies. Lift boxes, materials, supplies, and move equipment/furniture.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-05: To be eligible for this position at this grade level, you must have 1 year of specialized experience equivalent to the next lower grade (GS-4) in the Federal Government. Specialized experience for this position includes: Applying standard procedures and requirements relating to personnel programs (e.g., education and training) to perform or explain a variety of clerical duties. Following procedures to refer problems, provide information, and resolve personnel (e.g., training) issues. Experience using automated systems to input, review, and approve data. OR
You may substitute education for experience as follows: A Bachelor's degree or four (4) years of education above high school in any field of study from an accredited college or university. OR
You may qualify with an equivalent combination of experience and education.
SPECIALIZED EXPERIENCE GS-06: To be eligible for this position at this grade level, you must have 1 year of specialized experience equivalent to the next lower grade (GS-5) in the Federal Government. Specialized experience for this position includes: Applying human resource development policies, rules, and procedures to provide advice and information to employees and managers on various training matters (e.g., setting up training room, scheduling the training). Experience with verbal and written communication skills to solicit information, provide advice, prepare report narratives, basic instructions on training processes, and/or to assist in preparing course material. An example of specialized experience is being a member of an instructor cadre and/or as a training instructor.
SPECIALIZED EXPERIENCE GS-07: To be eligible for this position at this grade level, you must have 1 year of specialized experience equivalent to the next lower grade (GS-6) in the Federal Government. Specialized experience for this position includes: Working knowledge of program policies and procedures sufficient to analyze and evaluate information, interpret guidance, draw conclusions, effectively coordinate studies and projects, make recommendations, and provide effective support relative to the position. Experience with oral and written communication skills sufficient to meet and deal effectively with employees, management, and others to accomplish program assignments.
