This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
The incumbent in this position functions as the Senior Social Worker/Lead Case Manager for Kansas City Veterans Administration (KCVA) Housing and Urban Development-VA Supportive Housing (HUD-VASH) Program. HUD-VASH is an intensive case management program for chronically homeless Veterans aimed at providing psychosocial services to Veterans while they are residing in stable housing through HUD's Section 8 voucher system.
Major Duties to include:
Ability to provide psychosocial treatment to a wide variety of individuals from various socioeconomic, cultural, ethnic, educational and other diverse backgrounds. This requires knowledge of human development and behavior (physical and psychological) and the differential influences of environment, society and culture.
Ability to work with patients and families who are experiencing a variety of psychiatric, medical and social problems utilizing individual, group and family counseling skills. Ability to assess the psychosocial functioning and needs of patients and their family members. Ability to formulate and implement a treatment plan, identifying patient's problems, strengths, weaknesses, coping skills and assistance needed.
Advanced knowledge of psychosocial treatment modalities and ability to implement various treatment modalities in working with individuals, families and groups to achieve treatment goals. This requires clinical skill and judgment in utilizing supportive, problem solving and crisis intervention techniques.
Ability to establish and maintain effective working relationships with clients, staff, and representatives of community agencies. Ability to communicate effectively, both orally and in writing, with people from varied backgrounds.
Knowledge of and experience in the use of medical and mental health diagnoses, disabilities, and treatment procedures. This includes knowledge of acute, chronic, and traumatic illnesses/injuries; common medications and their effects/side effects; and medical terminology.
Basic skills in the use of computer software applications for drafting documents, data management and tracking. Ability to learn and utilize VHA software programs.
Knowledge of community resources, how to make appropriate referrals to community and other governmental agencies for services, and ability to coordinate services.
Ability to independently assess the psychosocial functioning and needs of patients and their family members. Ability to formulate and implement a treatment plan, identifying the patient's problems, strengths, weaknesses, coping skills and assistance needed.
Ability to collaborate with the patient, family and interdisciplinary treatment team.
Ability to independently conduct psychosocial assessments and provide psychosocial treatment to a wide variety of individuals from various socio-economic, cultural, ethnic, educational and other diversified backgrounds. This requires knowledge of human development and behavior (physical and psychological) and the differential influence of environment, society and culture.
Knowledge of psychosocial treatment and the ability to independently implement treatment modalities in working with individuals, families and groups who are experiencing a variety of psychiatric, medical and social problems to achieve treatment goals. This requires independent judgment and skills in utilizing supportive, problem solving and crisis intervention techniques.
Ability to independently provide counseling and/or psychotherapy services to individuals, groups and families.
Ability to provide consultation services to other staff regarding the psychosocial needs of patients and the impact of psychosocial problems on health care and compliance with treatment. Ability to provide orientation and coaching to new case managers and graduate students. Ability to serve as a field instructor for graduate students who are completing VHA field placements in the case manager's chosen professional discipline.
Work Schedule: Monday -Friday- 8:00am- 4:30pm (Potential for on call tour)

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
GS 12:Experience/Education. The candidate must have at least two years of experience post advanced practice clinical licensure and should be in a specialized area of social work practice of which, one year must be equivalent to the GS-11 grade level.
Senior social workers have experience that demonstrates possession of advanced practice skills and judgment. Senior social workers are experts in their specialized area of practice. Senior social workers may have certification or other post-masters training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience in a specialty.
Licensure/Certification. Senior social workers must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs:
(a) Skill in a range of specialized interventions and treatment modalities used in specialty treatment programs or with special patient populations. This includes individual, group, and/or family counseling or psychotherapy and advanced level psychosocial and/or case management.
(b) Ability to incorporate complex multiple causation in differential diagnosis and treatment within approved clinical privileges or scope of practice.
(c) Knowledge in developing and implementing methods for measuring effectiveness of social work practice and services in the specialty area, utilizing outcome evaluations to improve treatment services and to design system changes.
(d) Ability to provide specialized consultation to colleagues and students on the psychosocial treatment of patients in the service delivery area, as well as role modeling effective social work practice skills.
(e) Ability to expand clinical knowledge in the social work profession, and to write policies, procedures, and/or practice guidelines pertaining to the service delivery area.
