This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

At least two years must be in an area of specialized social work practice. The incumbent will be the HUDVASH Supervisor and work directly with other Section Chiefs, Program Managers, and Leads, to ensure a comprehensive patient clinical care program across the continuum of care. The Program Supervisor has responsibility for the oversight, planning, development, as well as compliance, with VHA Directives, Handbooks, Medical Center Policies (MCP) and Standard Operating Procedures (SOP) as it pertains to the HUDVASH program. Work in a high-stress environment, possibly in austere conditions or an emergency setting treat or provide direct patient care within the requirements of practice/privileges/licensure Participate in CDT training activities and demonstrate readiness to apply professional skills to a range of emergency situations Ensure qualifications and required certifications are maintained, including Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS), or Advanced Trauma Life Support (ATLS) certification Maintain CDT physical readiness requirements, vaccinations, and safety precautions related to infection control Duties include but are not limited to: Responsible for coordinating interdisciplinary staffing, work assignments, treatment services provided, and admission criteria for the program. Responsible for budgeting and other program management duties. Serves as the medical center's primary point of contact for the National HUD-VASH Program, Office of Mental Health Services, and VACO. Develops methods to track vital HUD-VASH data, submits required routine reports to the VISN for national tracking purposes, provides data as requested by the Homeless Program Coordinator for local facility needs and refines tracking methods as necessary based on required national performance measures. Coordinates with the Homeless Program Coordinator to conduct strategic and operational planning and development for the HUD-VASH Program. Provides supervision and clinical guidance to a large multidisciplinary HUD-VASH Team, facilitates weekly meetings, and ensures proper implementation of best practices to meet national performance measures. Role-models effective practice skills, which may include temporarily working alongside case managers and providing support and direction with difficult cases. Guides the case management team in program development activities, identifying areas which may require improvement and facilitating the process of identifying solutions. Conducts chart reviews for HUD-VASH Team members and meets with staff monthly to discuss documentation and service delivery, making recommendations as needed. Collaborates with other agencies, and develops working relationships with designated partner agencies, including, but not limited to, representatives from Housing and Urban Development (HUD), Supportive Services for Veteran Families (SSVF), and the local Continuum of Care (COC). Develops and maintains service delivery systems for Veterans participating in the HUD-VASH Program, builds and maintains an effective treatment team, and provides structure, documentation and competency standards to accomplish these tasks. Responsible for program evaluation, planning, development and improvement initiatives for the HUD-VASH Program at local, VISN and national levels. Identifies shifting trends in service delivery and performance measures and meets regularly with the Homeless Program Coordinator to report on shifting trends and make recommendations regarding program modifications and program enhancements. Serves as a primary point of contact with the local public housing authority, working with public housing authority staff and administration to ensure that vouchers are filled efficiently, housing authority questions are answered, and problem-solving occurs when the system does not work efficiently. Ensures that the HUD-VASH Team delivers housing services in concert with clinical treatment using evidence-based models appropriate to the homeless and chronically homeless Veteran population, including Housing First, Motivational Interviewing, Seeking Safety, Critical Time Intervention and Harm Reduction. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education: Candidates must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE).Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Social Worker, GS-13 Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services by supervised social workers. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
