About the Position: Serves as a management analyst, Researches, reviews and tracks personnel actions of the Facult Pay Personnel System. Is responsible for the oversight of Faculty pay system actions by maintaining constant awareness of hiring status, staffing requirments, assignments and the full range of personnel actions in order to be able to effect changes when required.
Duties
This is a developmental position responsibilities are listed at the full performance GS-11 level.
Act as liaison with the Civilian Human Resources Service Center (CHRSC) for all personnel or Faculty Personnel / Pay system (FPS) related issues.
Initiate, research, review and track personnel actions for staff and Faculty Personnel/Pay System (FPS) employees.
Advise management on the DLIFLC Education Assistance Program and any other programs managed by the incumbent.
Analyze, evaluate and advise on the effectiveness and efficiency of programs, functions and activities under the FPS.
Oversee hiring panels, internal recruitment, or rank advancement activities for the Faculty Personnel System.
Responsible for auditing anything relating to Temporary Duty Travel, i.e. orders and vouchers, etc, to the Defense Travel System (DTS) for the Deputy Chief of Staff for Personnel and Logistics (DCSPL) Office staff.
Assist personnel with DoD Performance Management and Appraisal Program (DPMAP) as needed.
Serve as a resident expert for Permanent Change of Station (PCS) orders and amendments.

To Qualify at the GS-07 level:
Specialized Experience: I have one year of specialized experience equivalent to at least the GS-06 grade level in the Federal service which includes clerical or administrative experience applying the regular and recurring application of clerical procedures that demonstrate the ability to apply a body of rules, regulations, directives, or laws and involve the routine use of specialized terminology and automated software and equipment for word processing, data entry or report generation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources or Business management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06).To be referred, applicants must meet applicable time-in-grade and qualification requirements within 30 days from the date the referral list is issued.
To Qualify at the GS-09 level:
Specialized Experience: One year of specialized experience which includes 1.) creating employee employment records and updating employee status reports or databases; 2.) creating automated personnel actions; 3.) responding to inquiries concerning employee or employment topics from hiring officials or servicing human resources office. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necesary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).To be referred, applicants must meet applicable time-in-grade and qualification requirements within 30 days from the date the referral list is issued.
To Qualify at the GS-11 Level:Specialized Experience: One year of specialized expereince which includes 1) Utilizing automated systems to process compensation for employees. 2) Gather data to interpret regulations and policies to evaluate compensation packages. 3) Advise on personnel-related issues such as immigration status, rank advancement, and disciplinary actions.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as:Human Resources or Business Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
