Duties

This position serves as a Legal Instrument Examiner for the Green River District. Examines legal instruments pertaining to amendments, transfers of interest, address changes and annual filings. Reviews and processes documents related to realty, mining, mineral, coal, abandoned mine lands, oil, gas and land status matters. Adjudicates realty, mining, mineral, coal and oil and gas applications and other mineral related issues on Federal Land. Serves as primary contact for ensuring correct personnel is informed of case file statuses and those related to supporting documents are included for specific case types. Processes applications and requests for approval related to Lease by Application (LBAs), Applications to Drill (APDs), Notices of Staking (NOSs) and Rights-of-Way (ROWs). Completes thorough research and analyses. Reviews factual material and issues presented, including policies, regulations and Bureau decisions. Processes mergers, expirations, bonding and reinstatements. Confirms appropriate staff are provided land status records, mining, coal and oil and gas case files. Oversees and protects all case files and provides recording actions to and retrieves data from computer files.

Qualifications

To qualify at the GS-07 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-06 level equivalent in difficulty and complexity to perform the duties of a Legal Instrument Examiner. Qualifying specialized experience includes: reviewing, adjudicating and processing various types of applications and documents related to such things as realty, mining, mineral, coal, oil and gas, Lease by Application (LBAs), Applications to Drill (APDs) and rights-of-way (ROWs); preparing correspondences related to applications and compliance citing the appropriate statutes, regulations and policies; operating automated databases to track cases related to land mineral, mining, coal or oil and gas; maintaining incoming case files and documents; and obtaining relevant information affecting public lands from serialized case files. Please note there are no educational substitutions at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: Work is performed primarily while sitting or standing. Walking, bending, stooping, and stretching are necessary when working with the files. There is occasional lifting and carrying of boxes. Eye strain and fatigue may be encountered when operating a computer terminal. The work also calls for the exercise of a high level of concentration. Work Environment: The work area is usually an office setting that is adequately lighted and climate controlled. The work environment involves everyday risk or discomforts that require normal safety precautions.
