Duties

This position serves as a Legal Instrument Examiner for the Green River District. Assists law examiners with routine case processing for assignments related to solid and fluid minerals and realty. Reviews information associated with the approval, termination, relinquishment of leases and rights-of-way. Processes a variety of applications relating to subsequent lease operations and lease status. Utilizes and maintains various computer program reports, such as AFMSS, MLRS and MTS and other minerals group databases. Researches case files and compiles data for various types of reports and statistical charts. Handles the security of proprietary data (geologic data, financial data, privileged information obtained from lessee or operator and all Indian information). Makes oral and written contacts as needed to request additional information from applicants, state agencies, Bureau of Indian Affairs, and/or other BLM offices.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. To qualify at the GS-05 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-04 level equivalent in difficulty and complexity to perform the duties of a Legal Instruments Examiner. Qualifying specialized experience includes: working on and reviewing documents for proper grammar and syntax; utilizing a variety of computer software programs to generate reports, correspondence or memorandums; researching rules and regulations; and using computer software programs to enter and retrieve data. OR Education: To qualify based on education you must have four (4) years (120 semester hours) of education above high school, leading to a bachelor's degree in any field of study. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate undergraduate education. Undergraduate level education must demonstrate the difficulty and complexity to do the work of this position. To qualify at the GS-06 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-05 level equivalent in difficulty and complexity to perform the duties of a Legal Instrument Examiner. Qualifying specialized experience includes: examining and adjudicating Application to Drill (APD) requests and applications relating to lease operations and status; generating correspondence such as recommendations and confirmation memorandums; applying regulatory and procedural knowledge that is based on mineral leasing acts; and using an automated records system to enter, retrieve, and manipulate data in a database. Please note there are no educational substitutions at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: Work is performed primarily while sitting or standing. Walking, bending, stooping, and stretching are necessary when working with the files. There is occasional lifting and carrying of boxes. Eye strain and fatigue may be encountered when operating a computer terminal. The work also calls for the exercise of a high level of concentration. Work Environment: The work area is usually an office setting that is adequately lighted, and climate controlled. The work environment involves everyday risk or discomforts that require normal safety precautions.
