These job openings are in the Bureau for Humanitarian Assistance (BHA),Office of Technical and Program Quality, Protection and Community Capacities Division (TPQ/PCC), Protection Team at the U.S. Agency for International Development (USAID).
Duties
Recognized as an Agency-wide expert in managing, coordinating, or administrating Protection programming in a humanitarian assistance or early recovery, risk reduction, or resilience (ER4) context from headquarters or field-based locations.
Provides expert advice, guidance, and support to Missions, non-governmental organizations, the private sector, host countries, and others, on technical issues regarding the design, implementation, management, and evaluation of Protection-focused HA.
Assesses effectiveness or recommends improvement of monitoring and evaluation plans and/or operational processes encompassing difficult and diverse challenges that affect aspects of HA and ER4 programming.
Conducts comprehensive evaluations of ongoing Protection programs to ensure that the organization meets its stated goals and identifies areas where operational efficiency can be enhanced.
Develops strategies, plans, guidance, and/or disseminates research results for Agency-wide application and incorporation into HA and ER4 Protection programming.
Informs stakeholders of changes in Protection programs conducting briefings on major program changes.
Requirements

Qualifications
Basic Requirements:
Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.
or
Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.
or
Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.
Specialized Experience:
GS-14: You need at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. Specialized experience refers to full-time work, while part-time roles are considered on a prorated basis. Qualifying specialized experience includes:(a) Management experience, including experience managing teams or groups of professionals and leading the development of policies, processes, and strategic initiatives; creating a collaborative environment for a team of diverse staff in a fast-paced environment while meeting ongoing deadlines; representing on program or policy issues for a civilian-based international disaster response organization. And (b) Technical leadership, including experience as protection advisor or implementer in field humanitarian relief settings, developing and implementing programs with NGOs, or UN, or IOs, or USG; and experience analyzing a humanitarian situation in order to inform protection program approaches or strategies, internal or external reporting, or to make recommendations to management or other relevant stakeholders.
Please note that qualifying specialized work experience may have been gained through a variety of activities, including residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other foreign work experience. This position has a Selective Placement Factor, which is a skill, knowledge, ability, or other characteristic essential for the job's satisfactory performance. The Selective Placement Factor represents the minimum requirements for this position and is a prerequisite for appointment. Selective Placement Factor: Your resume must demonstrate ability to conduct humanitarian protection program analysis and technical portfolio development and work closely with a wide array of governmental, NGO, UN, and other actors in responding to humanitarian needs and sudden onset disasters.
Experience includes both paid and unpaid activities, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work provides training and experience that can translate directly to paid employment. Qualifying experience, including volunteer experience, that aligns with the duties of this position will be considered.
