This position is part of the NNSA - Deputy Under Secretary for Counterterrorism and Counterproliferation, Department of Energy. A successful candidate in this position will serve as Foreign Affairs Specialist, responsible for overseeing and coordinating nuclear device design-related assessment activities to ensure the full range of nuclear weapons physics knowledge, engineering, analysis, information, and technologies informs U.S. and international nuclear policies.

SPECIALIZED EXPERIENCE REQUIREMENTS In addition to meeting the basic requirements, a qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-3 or GS-13. Specialized experience for this position is defined as: Experience managing or leading technical international and domestic nuclear counterterrorism partner coordination projects and/or teams, especially as related to nuclear counterterrorism capability development and nuclear threat device information security. Experience that demonstrates mastery of U.S. foreign policies and government-to-government agreements between the United States and international partners, in order to implement and develop domestic and international nuclear incident response programs, best practices, and strategic messaging on nuclear incident preparedness and response and provide authoritative advice and guidance concerning these efforts. Experience working with U.S. Presidential policy development associated with international nuclear security, and domestic and international nuclear counterterrorism and counterproliferation cooperation in order to support the development and implementation of strategic projects or development of complex program work plans. Experience managing or leading technical international and domestic nuclear material security policies, especially as related to requirements for special nuclear material and nuclear material information security. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements within 30 days of the closing date of this announcement.
