Duties
This Accountant (Systems) position is located in the Chief Finance Office, Financial Management Division, Financial Systems Branch, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Applies knowledge of Oracle Federal Financial Systems COTS to provide functional support for financial system implementation, operations, and maintenance, including ongoing user support, conducting, and documenting functional requirements analysis, business process analysis, functional testing, data conversion and data cleanup analysis for the applicable financial system modules and related system integrations.
Applies skill in conducting all phases of the Software/System Development Life Cycle (SDLC) process or similar process including planning, solution development, managing and leading projects or significant initiatives using the SDLC process.
Evaluates TSA/Federal financial system functionalities and compliance with applicable guidance, e.g., Office of Management and Budget (OMB), Federal Accounting Standards Advisory Board (FASAB), and U. S. Department of the Treasury and recommends actions and solutions for functionality and compliance. Identifies and allocates resources to support TSA's internal control evaluation, systems accounting, and financial audit activities.
Provides guidance to less experienced staff on the implementation, operations, and maintenance, including ongoing user support, conducting, and documenting functional requirements analysis, business process analysis, functional testing, data conversion and data cleanup analysis for the applicable financial system modules and related system integrations. Reviews policy recommendations and interpretations made by junior staff.
The major duties described reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such specialized experience is defined as:
Experience performing day to day implementation and operational system support activities (e.g., resolving system issues, recommending corrective actions, developing/reviewing system solutions). AND
Experience Integrating, implementing, and configuring financial management and travel systems to include at least one of the following modules and related interfaces (e.g., Oracle Accounts Payable, Oracle Purchasing, Oracle Procurement, Oracle Supplier, Oracle Contract Lifecycle Management (CLM), Oracle General Ledger, Oracle Federal Administrator, Oracle Projects, Oracle Fixed Asset, and travel, payroll, or property interfaces) using the SDLC process. AND
Experience communicating (orally and in writing) to various levels of staff and/or audience to solve problems, present solutions and/or conduct system training.
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialist experience is defined as:
Experience providing oversight of day-to-day implementation and operational system support activities (e.g., providing guidance, resolving system issues, recommending corrective actions, developing/reviewing system solutions). AND
Experience integrating, implementing, and configuring financial management and travel systems to include at least two of the following modules and related interfaces (e.g., Oracle Accounts Payable, Oracle Purchasing, Oracle Procurement, Oracle Supplier, Oracle Contract Lifecycle Management (CLM), Oracle General Ledger, Oracle Federal Administrator, Oracle Projects, Oracle Fixed Asset, and travel, payroll, or property interfaces) using the SDLC process. AND
Experience communicating (orally and in writing) to various levels of staff and/or audience to solve problems, present solutions and/or conduct system training.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Education
Basic Requirements
A. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
