THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SEXUAL ASSAULT PREVENTION AND RESPONSE OFFICER, Position Description Number T0069000 and is part of the KS Joint Forces Headquarters, National Guard.

Duties

As a SEXUAL ASSAULT PREVENTION AND RESPONSE OFFICER, GS-0101-13, you will manage and maintain the Army (ARNG) and Air (ANG) National Guard Sexual Assault Prevention and Response Program for the State ensuring that victims are treated in a dignified, respectful, and considerate manner by all assisting personnel. This position is established as the State Sexual Assault Prevention and Response Officer. Perform other duties as assigned.

Requirements

  • This is a position of public trust with a moderate sensitivity risk level.
  • Position requires a SECRET security clearance. Must be able to obtain and maintain within one year of appointment
  • The employee may be required to carry an electronic device (cellular phone) to facilitate immediate access for response to reported sexual assaults.
  • An on-call roster is developed to facilitate 24/7 capabilities, including the Brigade SARCs, Wing SARCs, to include Alt SARCs VAs, and collateral duty Victim Advocates when employees are off duty, on official leave, or TDY.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Position designated as Essential and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Background check against all records required by law, OPM, DOD, Army, Air Force, NGB policy and regulation conducted, prior to entering on duty in the position and, IAW governing regulations, on a recurring basis while employed in the position.
  • Requires successful completion of an 80-Hour Foundation Course/SAPR training course and completion of all requirements to obtain D-SAACP Certification within 6 months of hire.
  • Duties/responsibilities of job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission.
  • Within 60 days of appointment, employee must have a favorable completion and awarding of a Tier 3 background investigation as directed by DoD and NGB to conduct duties and responsibilities as a SARC employee.

Qualifications

The position under this announcement is being filled using the National Guard Accelerated Hiring Authority (NG AHA). Selection will be made through a process without applying traditional competitive rating and ranking procedures and where interviews are optional. Merit factors shall be the basis for selection. Merit factors are determined by the individuals' ability to perform the duties of the position. Merit is based on such factors as previous work experience, education, abilities, and competencies. In order to be referred, applicant must meet all general, specialized and education requirements of the position. Veterans Preference: Veterans' preference does not apply when referring and selecting individuals under this NG accelerating hiring authority; however, applicants are encouraged to still claim veterans preference and submit supporting documentation. GENERAL EXPERIENCE: All on-board NG Title 5 Excepted Service employees assigned to Title 5 Excepted Service SAPR Program, must be certified at the next higher grade-level before considered as eligible for merit promotions to Series GS-0101 SAPR Program positions; and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, on-board Title 32 or a Title 5 Competitive or excepted Service employee who is employed in a different series' position must have at least two years on-the-job experiences that are commensurate or equivalent to SAPR Program business, with demonstrated understanding of the principles and concepts defined by a practical knowledge of family programs, military community services, victim advocacy and/or associated functional areas. SPECIALIZED EXPERIENCE: To qualify for the GS-0101-13 Wing SARC position, the applicant must have at least 24 months of military and/or civilian specialized working experiences, education, and training that resulted in competent and expert knowledge levels of the Wing SAPR program's principles and practices. Must have specialized experiences working with the Department of Defense (DOD) requirements, developing and managing prevention and support programs and activities for sexual assault; and other areas of interpersonal violence and victim needs. Skilled in performing consultant and coordinator duties that involved sexual assault prevention activities and training the Air Force core values (integrity, excellence and service before self) as related to human relations activities. Experienced in developing, planning, and publishing action plans, programs, guidelines, and budgets geared to the installation population and organization to address sexual assault prevention and response. Skilled in monitoring and reporting all Wing SAPR incidents into the Department of Defense Sexual Assault Incident Database (DSAID). Knowledgeable of military organizations, mission impacts, military life-styles, civilian resources, and traumatic situations that may contribute to individual and interpersonal stress, working environment problems, or crisis. Experienced in managing or responding to crisis intervention for sexual assaults. Capable of professionally expressing oneself orally and in-writing. Specialized working experiences included interacting with diversified groups, individuals, and organizations.

Education

Degree: Successful completion of a full four-year course of study in an accredited college or university that resulted in a bachelor's or higher degree that included a major field of behavioral study or social science study or a related study discipline. Must have completed three years of progressively higher level graduate education leading to a PH.D. Degree or equivalent doctoral degree. In situations where the applicant's college transcripts did not indicate specific course requirements, the number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If the specific course requirements are not clarified, apply 24 hours of behavioral study, social science study, or a related study discipline as equivalent to a major field of study. The nature and quality of this required course work may serve as a prerequisite for more advanced studies in the field or subject-matter area. Related course work generally refers to courses that are accepted as part of the program major.
