This vacancy is for a TELECOMMUNICATIONS SPECIALIST in the National Telecommunications and Information Administration within the Department of Commerce.
Duties
As a TELECOMMUNICATIONS SPECIALIST, you will perform the following duties:
Assist in maintaining the NTIA Manual for Regulations and Procedures for the Federal Radio Frequency Management.
Communicate day-to-day operations of the Inter-department Radio Advisory Committee (IRAC) Secretariat to Secretaries as directed by the Chief Inter-department Radio Advisory Committee Support Division IRACSD and assist them as needed.
Plan, organize, and execute critical elements of the IRAC Secretariat Division.
Review and edit federal and non-federal proposals, position papers, and other input documents for technical or international telecommunications meetings.
Prepare technical, coordination and policy memorandums or letters for signature by the Office of Spectrum Managements Associate and Deputy Associate Administrators.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Specialized Experience: GS-13: You must have one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes the following:
Collaborating with other professionals on a committee or working group with representatives of other agencies or industry organizations to analyze spectrum policies;
Providing technical guidance on spectrum management and radio frequency assignment/allocation plans including the National Table of Frequency Allocations;
Applying national and international spectrum management regulations; and,
Recommending policies, regulations, and procedures for the use of the radio spectrum.
Specialized Experience: GS-14: You must have one year of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes the following:
Leading a committee or working group with representatives of other agencies or industry organizations to analyze spectrum policies and influence spectrum policy direction;
Providing technical guidance and oversight on spectrum management and radio frequency assignment/allocation plans including the National Table of Frequency Allocations;
Providing analysis on a variety of spectrum management problems in order to evaluate current programs, to resolve problems, and/or to formulate proposals to meet future needs; and,
Developing and interpreting telecommunications guidelines, policies, procedures, and regulations covering spectrum management
